Job Summary

E-Logic, Inc. is seeking an experienced Senior Systems Engineer (Key Personnel) to support the U.S. Navy Joint Region Marianas (JRM) J6 office in Guam.

The Senior Systems Engineer will provide senior-level engineering, systems architecture, modernization, troubleshooting, and technical oversight for Navy network and systems infrastructure. The position will support VDI and cloud migration initiatives, enterprise network modernization, infrastructure upgrades, and Tier III technical support.

The engineer will also develop technical documentation, network diagrams, and change packages required to support Navy authorization, configuration, and change-management processes.

The successful candidate must have strong experience with Navy network architecture, Cisco enterprise networking, VDI, cloud integration, and advanced Tier III troubleshooting. ONE-Net experience is preferred.

Key Responsibilities

Systems Engineering & Architecture

• Lead engineering and technical support activities for the JRM J6 office.
• Provide technical guidance and oversight for network architecture and infrastructure projects.
• Design, implement, and support VDI environments and cloud migration initiatives.
• Support Navy network modernization and infrastructure upgrade projects.
• Evaluate existing infrastructure and recommend modernization and technical improvements.

Network Engineering

• Support enterprise networking using Cisco technologies.
• Apply advanced knowledge of Navy network architecture to supported systems and infrastructure.
• Troubleshoot complex network and systems issues at the Tier III level.
• Perform root cause analysis and develop corrective actions for recurring technical problems.
• Support network configuration, integration, and infrastructure changes.

Technical Documentation & Change Management

• Develop and maintain network topologies, data-flow diagrams, rack elevations, and other technical documentation.
• Prepare technical documentation required for Navy Authorization to Operate (ATO) processes.
• Prepare and support Navy FRCB change packages.
• Maintain accurate and current documentation for supported systems, networks, and infrastructure.
• Review technical documentation for accuracy, completeness, and compliance with applicable requirements.

Vendor & Project Oversight

• Provide technical oversight of third-party security system installation projects.
• Review vendor technical proposals and provide technical recommendations regarding proposed solutions.
• Witness and support acceptance testing of vendor-installed systems.
• Coordinate with vendors, technical teams, and Government personnel to resolve technical issues and support successful project completion.

Qualifications

Required Qualifications

• Bachelor's degree in Engineering, Computer Science, or a related field, or equivalent professional experience.
• Senior-level professional experience demonstrating advanced knowledge and hands-on experience with:
• Navy network architecture
• VDI environments
• Cloud integration
• Cisco enterprise networking
• Experience supporting network modernization and infrastructure upgrade initiatives.
• Strong Tier III troubleshooting and root cause analysis experience.
• Experience developing network diagrams, technical documentation, and infrastructure documentation.
• Experience preparing technical/network change packages.
• Strong written and verbal communication skills.
• Ability to work independently while providing senior-level technical guidance to project teams and Government stakeholders.

Required Certifications

Candidates must hold:

• Active CCNP or CCIE, AND
• At least one of the following active certifications:
• CISSP
• CASP+ / SecurityX
• CISA

Preferred Qualifications

• Active SECRET security clearance.
• Experience with Navy ONE-Net.
• Prior experience supporting Joint Region Marianas (JRM).
• Prior Guam Department of Defense (DoD) experience.
• Current residence in Guam.
• Experience supporting Navy or DoD enterprise infrastructure modernization initiatives.

Federal Project Requirements

• The position supports a U.S. Navy federal project and requires the candidate to meet all applicable Government and contract requirements.
• The candidate must maintain all required professional certifications throughout employment.
• The proposed candidate must be available to perform the position on-site in Guam.
• Employment/hiring is contingent upon E-Logic, Inc.'s contract selection/award.

Work Environment & Physical Requirements

• Work Location: On-site in Guam.
• Support may occur at:
• Naval Base Guam
• Andersen Air Force Base
• Marine Corps Base Camp Blaz
• Normal schedule is Monday through Friday, 7:00 AM-4:00 PM.
• After-hours callback support may be required for critical network or infrastructure outages.
• The position requires regular on-site collaboration with Government personnel, technical teams, vendors, and other project stakeholders.
• The employee must be able to work effectively in an operational DoD environment and perform the technical duties associated with enterprise network and systems infrastructure.
