Job Summary

E-Logic, Inc. is seeking an experienced Senior Master Planner to support the development of a 25-Year Real Property Master Plan for the Virgin Islands National Guard.

The Senior Master Planner will lead the development of the installation master plan in accordance with applicable Department of Defense planning requirements, including UFC 2-100-01. The selected candidate will lead stakeholder planning sessions, conduct site assessments, develop area development plans and facility requirements, prepare a long-range capital investment plan, and lead preparation of the final master plan document.

This is a part-time, primarily remote position with approximately three trips to St. Croix and St. Thomas, U.S. Virgin Islands, for site assessments, stakeholder meetings, and related project activities.

Key Responsibilities

Master Planning

• Lead development of a comprehensive 25-year installation master plan in accordance with UFC 2-100-01 and applicable DoD planning guidance.
• Develop installation planning strategies addressing current conditions, future requirements, land use, facilities, infrastructure, and development opportunities.
• Lead preparation of Area Development Plans (ADPs) and related planning concepts.
• Analyze existing and projected facility requirements.
• Develop long-range installation development strategies and planning recommendations.

Stakeholder Coordination

• Plan and facilitate stakeholder meetings, interviews, workshops, and planning sessions.
• Coordinate with installation representatives, government stakeholders, and multidisciplinary technical team members.
• Gather, evaluate, and incorporate stakeholder requirements into the master planning process.

Site Assessments

• Lead installation site assessments and evaluate existing conditions.
• Assess land use, facilities, infrastructure, circulation, development opportunities, and constraints.
• Coordinate field data collection and integrate site assessment findings into planning documents.

Capital Investment Planning

• Develop a Capital Investment Plan identifying prioritized projects and long-term investment requirements.
• Support development of project requirements and implementation strategies.
• Coordinate planning information necessary to support future project development and funding considerations.
• Support preparation of DD Form 1391 documentation when applicable.

Master Plan Documentation

• Lead preparation of the final master plan document.
• Prepare planning analyses, recommendations, tables, figures, and supporting documentation.
• Review deliverables for technical accuracy, consistency, and compliance with applicable planning requirements.
• Coordinate GIS, environmental, engineering, architectural, and real property information for incorporation into the master plan.

Qualifications

• Bachelor's degree in Urban Planning, Architecture, Engineering, Geography, or a related field.
• Minimum 10 years of professional experience in planning or a related discipline.
• Demonstrated experience with DoD, Army, or National Guard installation master planning.
• Experience applying UFC 2-100-01.
• Experience developing Area Development Plans.
• Experience with facility requirements analysis and capital investment planning.
• Strong knowledge of land-use planning, facility planning, infrastructure planning, and installation development.
• Strong technical writing and communication skills.
• Experience leading stakeholder meetings and multidisciplinary planning efforts.
• Working knowledge of ArcGIS.
• Proficiency with Microsoft Office.
• Experience with Adobe InDesign or similar design/publishing software.

Preferred Qualifications

• AICP certification.
• National Guard or Army real property experience.
• Experience with Army real property programs or systems such as PRIDE and BUILDER.
• Experience preparing or supporting DD Form 1391 documentation.
• Previous military installation master planning experience.
• Experience in the U.S. Virgin Islands, Caribbean, or similar island environments.

Work Environment & Travel

This position is primarily remote and part-time. The selected candidate must be able to work independently and coordinate effectively with the project team through virtual meetings and other remote communication.

Approximately three trips to St. Croix and St. Thomas, U.S. Virgin Islands, are anticipated during the one-year period of performance.
