<h2>Job Summary</h2><p>E-Logic, Inc. is seeking an experienced <strong>Senior Master Planner</strong> to support the development of a <strong>25-Year Real Property Master Plan</strong> for the Virgin Islands National Guard.</p><p>The Senior Master Planner will lead the development of the installation master plan in accordance with applicable Department of Defense planning requirements, including <strong>UFC 2-100-01</strong>. The selected candidate will lead stakeholder planning sessions, conduct site assessments, develop area development plans and facility requirements, prepare a long-range capital investment plan, and lead preparation of the final master plan document.</p><p>This is a <strong>part-time, primarily remote position</strong> with approximately three trips to St. Croix and St. Thomas, U.S. Virgin Islands, for site assessments, stakeholder meetings, and related project activities.</p><h2>Key Responsibilities</h2><h3>Master Planning</h3><ul><li>Lead development of a comprehensive <strong>25-year installation master plan</strong> in accordance with UFC 2-100-01 and applicable DoD planning guidance.</li><li>Develop installation planning strategies addressing current conditions, future requirements, land use, facilities, infrastructure, and development opportunities.</li><li>Lead preparation of <strong>Area Development Plans (ADPs)</strong> and related planning concepts.</li><li>Analyze existing and projected facility requirements.</li><li>Develop long-range installation development strategies and planning recommendations.</li></ul><h3>Stakeholder Coordination</h3><ul><li>Plan and facilitate stakeholder meetings, interviews, workshops, and planning sessions.</li><li>Coordinate with installation representatives, government stakeholders, and multidisciplinary technical team members.</li><li>Gather, evaluate, and incorporate stakeholder requirements into the master planning process.</li></ul><h3>Site Assessments</h3><ul><li>Lead installation site assessments and evaluate existing conditions.</li><li>Assess land use, facilities, infrastructure, circulation, development opportunities, and constraints.</li><li>Coordinate field data collection and integrate site assessment findings into planning documents.</li></ul><h3>Capital Investment Planning</h3><ul><li>Develop a <strong>Capital Investment Plan</strong> identifying prioritized projects and long-term investment requirements.</li><li>Support development of project requirements and implementation strategies.</li><li>Coordinate planning information necessary to support future project development and funding considerations.</li><li>Support preparation of <strong>DD Form 1391</strong> documentation when applicable.</li></ul><h3>Master Plan Documentation</h3><ul><li>Lead preparation of the final master plan document.</li><li>Prepare planning analyses, recommendations, tables, figures, and supporting documentation.</li><li>Review deliverables for technical accuracy, consistency, and compliance with applicable planning requirements.</li><li>Coordinate GIS, environmental, engineering, architectural, and real property information for incorporation into the master plan.</li></ul><h2>Qualifications</h2><ul><li>Bachelor's degree in <strong>Urban Planning, Architecture, Engineering, Geography</strong>, or a related field.</li><li>Minimum <strong>10 years of professional experience</strong> in planning or a related discipline.</li><li>Demonstrated experience with <strong>DoD, Army, or National Guard installation master planning</strong>.</li><li>Experience applying <strong>UFC 2-100-01</strong>.</li><li>Experience developing <strong>Area Development Plans</strong>.</li><li>Experience with facility requirements analysis and capital investment planning.</li><li>Strong knowledge of land-use planning, facility planning, infrastructure planning, and installation development.</li><li>Strong technical writing and communication skills.</li><li>Experience leading stakeholder meetings and multidisciplinary planning efforts.</li><li>Working knowledge of <strong>ArcGIS</strong>.</li><li>Proficiency with <strong>Microsoft Office</strong>.</li><li>Experience with <strong>Adobe InDesign or similar design/publishing software</strong>.</li></ul><h2>Preferred Qualifications</h2><ul><li><strong>AICP certification</strong>.</li><li>National Guard or Army real property experience.</li><li>Experience with Army real property programs or systems such as <strong>PRIDE and BUILDER</strong>.</li><li>Experience preparing or supporting <strong>DD Form 1391</strong> documentation.</li><li>Previous military installation master planning experience.</li><li>Experience in the <strong>U.S. Virgin Islands, Caribbean, or similar island environments</strong>.</li></ul><h2>Work Environment &amp; Travel</h2><p>This position is <strong>primarily remote and part-time</strong>.
