Job Summary

E-Logic, Inc. is seeking SEOC Operations Analysis Awareness Specialists (Operations Center Watch Analysts) to provide 24/7 watch-standing and operational analysis support to the U.S. Navy's Shore Enterprise Operations Center (SEOC) at Commander, Navy Installations Command (CNIC) headquarters. The analyst will monitor operational reporting from Navy installations worldwide, alert leadership to significant events in real time, and analyze reporting trends to support command decision-making. The analyst will also brief senior military and civilian leadership.

This position is contingent upon contract award.


Working Hours

24 hours a day, 7 days a week rotating shifts, including nights, weekends and federal holidays

Mission-essential position: on-station coverage is required regardless of weather, base closures or Government facility closures

100% on-site at the Shore Enterprise Operations Center, Building 111, Washington Navy Yard, Washington, DC

Must be able to deploy to locations along the U.S. East Coast for Continuity of Operations (COOP) events, exercises or training


Key Responsibilities

Watch Standing and Situational Awareness

Provide continuous 24/7 watch coverage in the SEOC.

Monitor unclassified and classified (NIPRNet/SIPRNet) systems and the C4I Suite for updates, alerts and operational changes.

Screen, categorize, analyze and format incoming message traffic, including SITREPs, OPREP-3s, spot reports and global installation messages, for rapid distribution.

Disseminate critical information and situational updates to leadership in real time.

Coordinate operational information with Region Operations Centers (ROCs), the NCIS Multiple Threat Alert Center (MTAC) and the DTRA Joint Operations Center (JOC).


Operational Analysis and Trend Reporting

Analyze all incoming reporting streams to identify operational trends, patterns and anomalies.

Conduct root cause analysis and deep-dive assessments to identify localized or enterprise-wide vulnerabilities.

Generate data-driven recommendations and predictive analysis to improve incident response, force protection and crisis action planning.

Analyze cross-domain reporting to determine impacts on Shore Enterprise readiness and continuity of operations.

Integrate Navy Component Commander (NCC) and Type Commander (TYCOM) operational data into enterprise-wide trend models.

Establish and maintain a data architecture for compiling, organizing and rapidly disseminating trend analyses.


Analytical Products

Produce daily analysis of SITREPs and operational reports set against historical data and current events.

Prepare monthly trend roll-ups based on reporting metrics.

Develop quarterly strategic assessments with root cause analysis, courses of action (COAs) and recommendations for command leadership.


Crisis Response and Continuity of Operations

Support Crisis Action Team (CAT) operations using the C4I Suite and other SEOC information systems.

Execute Continuity of Operations (COOP) plans when directed.


Briefing and Communications

Provide approved oral and written responses and high-level briefings to queries on behalf of the Government representative.

Brief Flag Officers and senior civilian executives during rapidly evolving incidents.


Security and Equipment

Track the status of SEOC equipment and report in line with local policy and SOPs.

Follow local security procedures, COMSEC regulations and Navy Information Assurance requirements, and handle classified material properly in an open-secret space.


Qualifications

A minimum of 5 years of combined experience in continuous operations center watch standing and evaluating operational intelligence/reporting to identify trends

Demonstrated experience monitoring unclassified and classified Command and Control (C2) or C4I systems, screening high volumes of message traffic, and maintaining situational awareness in a high-tempo, 24/7 environment

Strong knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), U.S. Navy reporting processes (e.g., OPREP-3) and crisis action planning

Strong experience synthesizing multi-source operational reporting to identify historical patterns and conduct root cause analysis, gap analysis and COA development

In-depth knowledge of Emergency Management Program Assessment

Exceptionally strong written and oral communication skills, with the decorum, temperament and bearing to brief Flag Officers and senior civilian executives.

Preferred Qualifications

Master's degree in Emergency Management, Disaster Preparedness/Response, Analytics, Public Policy, Public Administration or Business Administration

Prior U.S. Navy, Coast Guard or DoD battle watch, staff watch officer, or operations/intelligence specialist experience

Federal, state or local Emergency Operations Center (EOC), fusion center, or Global Security Operations Center (GSOC) experience

FEMA NIMS/ICS course completions (e.g., IS-100, IS-200, IS-700, IS-800, ICS-300/400)


Federal Project Requirements

U.S. citizenship required

Active, final Secret security clearance required at start (interim clearances are not accepted)

Must be eligible for access to COMSEC information

Must obtain and maintain a CAC and Navy NIPRNet/SIPRNet system access

Must sign an SF-312 Nondisclosure Agreement and complete a NATO briefing before SIPRNet access

Must complete required training, including OPSEC (initial and annual), Controlled Unclassified Information (CUI), Cyber Awareness, and other command-required security training

Must protect classified information, CUI and PII in line with Government requirements and NDAs


Work Environment & Physical Requirements

Secure operations center environment at a Government facility

Extended periods of monitoring multiple screens and systems during rotating 24/7 shifts

Travel to alternate COOP locations along the U.S. East Coast as required
