Senior Acquisition Management Specialist
Job Summary
E-Logic, Inc. is seeking a Senior Acquisition Management Specialist to lead acquisition and contract management support for a U.S. Navy major surface combatant shipbuilding program office. The specialist will lead:
- acquisition strategy and planning support
- statutory and regulatory acquisition reporting (APB, SAR, DAES)
- Milestone B preparation
- contract administration support for the program's shipbuilder and services contracts
This position is contingent upon contract award.
Working Hours
- Monday through Friday, 8:00 AM-5:00 PM
- Excluding recognized U.S. federal holidays and Government facility closures
- Hybrid: a contractor facility near the Washington Navy Yard, regular on-site presence at the Washington Navy Yard, and telework under company policy
- Travel to shipyards for Quarterly Program Reviews as required
Key Responsibilities
Acquisition Strategy and Planning
- Provide analysis of alternatives and data-driven recommendations to support acquisition strategy development.
- Draft plans, concept papers, white papers and senior leadership briefings.
Acquisition Reporting
- Lead development and maintenance of the Acquisition Program Baseline (APB), APB change reports, Program Deviation Reports, Selected Acquisition Reports (SAR) and DAES reports.
- Prepare inputs to GAO assessments and DoN Gate reviews.
- Prepare monthly and quarterly ASN(RD&A) Dashboard reporting.
- Analyze statutory and regulatory changes and recommend responses to their budget and acquisition impacts.
Milestone B Support
- Develop and maintain Milestone B Plans of Action & Milestones.
- Draft and route required documentation, and track document status and progress.
Contract Administration Support
- Support the contract modification process, Quarterly Program Reviews, Award Fee Boards, CPARS and SPS procurement request packages.
- Maintain conformed contracts, modification logs, CLIN/SLIN/ACRN trackers and CDRL tracking.
- Coordinate Configuration Control Board reviews and Configuration Steering Board briefing inputs.
Team Leadership
- Lead and mentor acquisition analysts.
- Prepare senior leadership, DoD and Congressional briefings.
Qualifications
- Bachelor's degree in management, business or a technical field
- More than 15 years of relevant professional experience
- Supervisory experience
- Experience communicating with SES and Flag-level personnel
- Proven ability to manage the contract type efficiently and cost-effectively
- Demonstrated experience with DoW acquisition systems and reports, such as Selected Acquisition Reports (SAR), quarterly and monthly DAES reports, and quarterly and monthly ASN(RD&A) Dashboard reporting
Software / Tools
- Microsoft Office Suite (Excel, PowerPoint, Word, SharePoint, Teams)
- Acquisition reporting systems (e.g., DAVE / Defense Acquisition Visibility Environment, Advana)
- Standard Procurement System (SPS), PIEE
Preferred Qualifications
- Knowledge of DoW/DoN acquisition procedures and policies (DoW 5000 process)
- Knowledge of Navy Portfolio Acquisition Executive (PAE) major acquisition programs
- DAWIA Program Management or Contracting certification
- Experience with ACAT I / major shipbuilding programs and Milestone reviews
Federal Project Requirements
- U.S. citizenship required
- Active Secret security clearance required
- Must be eligible for access to Naval Nuclear Propulsion Information (NNPI)
- Must obtain and maintain a CAC and Navy system access
- Must complete required training, including Antiterrorism Level I, OPSEC, Cyber Awareness, Counterintelligence Awareness, Derivative Classification, CTIP and PII
- Must protect classified information, CUI and PII in line with Government requirements
Work Environment & Physical Requirements
- Office environment at a contractor facility and Government site
- Occasional travel to shipyards and Government sites
