Senior Management Analyst – Integrated Performance Analysis (Technical Director)
Job Summary
E-Logic, Inc. is seeking a Senior Management Analyst to lead integrated performance analysis for the Technical Director's department of a U.S. Navy major surface combatant shipbuilding program office. The analyst will lead Earned Value Management, Integrated Master Schedule analysis, cost estimating, should-cost and industrial base analysis of shipbuilder performance. The analyst will also make senior-level recommendations to Government leadership.
This position is contingent upon contract award.
Working Hours
- Monday through Friday, 8:00 AM-5:00 PM
- Excluding recognized U.S. federal holidays and Government facility closures
- Hybrid: a contractor facility near the Washington Navy Yard, regular on-site presence at the Washington Navy Yard, and telework under company policy
- Travel to shipyards, NSWC Carderock and NSWC Philadelphia as required
Key Responsibilities
Earned Value Management
- Provide expertise on EVMS policy, surveillance and data compliance.
- Track shipbuilder corrective action reports.
- Support Integrated Baseline Reviews (IBRs) and Over Target Baseline / Over Target Schedule actions.
- Analyze IPMR/CPR data, Cost and Software Data Reports (CSDR) and EVM trends, and prepare responses and recommendations.
Schedule Analysis
- Import and analyze shipbuilder Integrated Master Schedules for integrity and critical path.
- Perform schedule risk assessments.
Cost Estimating and Projection
- Develop and maintain cost estimates, Program Manager Estimates at Completion (EACs) and Price-to-Government assessments.
- Analyze shipbuilder forward pricing rates.
- Track commodity and shipbuilding indices.
- Conduct affordability / should-cost, risk and industrial base analyses (trade studies, supplier base, shipbuilder financial filings).
Knowledge Management
- Maintain a common repository of cost and performance analyses, methods and lessons learned.
- Ensure estimates reflect current ship and system baseline configurations.
Team Leadership
- Lead and mentor analysts, engineers and cost estimators, and review products for quality and consistency.
- Brief findings and recommendations to Program Managers, Directors and senior leaders.
Qualifications
- Bachelor's or advanced degree in a business or technical field
- More than 15 years of experience in financial/cost analysis, operations research analysis or engineering/science management
- Significant experience in U.S. Navy programs or operations
- Supervisory experience
- Experience communicating with SES and Flag-level personnel
- Proven ability to support contracts efficiently and cost-effectively
Software / Tools
- EVM tools (e.g., Deltek Cobra, wInsight/Empower)
- Scheduling tools (Primavera P6, MS Project) and schedule risk tools
- Cost data sources such as CADE / DCARC
- Advanced Microsoft Excel
Preferred Qualifications
- Shipbuilding EVM or cost estimating experience
- DAWIA Cost Estimating, Business-Cost Estimating, or Engineering certification
- ICEAA Certified Cost Estimator/Analyst (CCEA) or EVP/PSP certification
- Familiarity with EIA-748 and DCMA EVMS guidance
Federal Project Requirements
- U.S. citizenship required
- Active Secret security clearance required
- Must be eligible for access to Naval Nuclear Propulsion Information (NNPI)
- Must obtain and maintain a CAC and Navy system access
- Must complete required training, including Antiterrorism Level I, OPSEC, Cyber Awareness, Counterintelligence Awareness, Derivative Classification, CTIP and PII
- Must protect classified information, CUI, contractor proprietary data and PII in line with Government requirements and NDAs
Work Environment & Physical Requirements
- Office environment at a contractor facility and Government site
- Travel to shipyards and Warfare Centers, which may involve walking through industrial areas
