Senior Management Analyst – Business & Financial Management

Job Summary

E-Logic, Inc. is seeking a Senior Management Analyst to lead business and financial management support for a U.S. Navy major surface combatant shipbuilding program office. The analyst will lead a team of financial analysts supporting the full Planning, Programming, Budgeting and Execution (PPBE) cycle. This includes budget formulation and justification, POM, financial execution in Navy ERP, Government Furnished Equipment budgets, task planning, account reconciliation and audit readiness.

This position is contingent upon contract award.

Working Hours

  • Monday through Friday, 8:00 AM-5:00 PM
  • Excluding recognized U.S. federal holidays and Government facility closures
  • Hybrid: a contractor facility near the Washington Navy Yard and regular on-site work at the program office, Washington Navy Yard
  • Occasional travel as required

Key Responsibilities

Budget Formulation and Justification

  • Lead development and submission of budget exhibits (P-, R-, IT and BOCS exhibits) in line with Navy, OSD and President's Budget timelines.
  • Support POM development, out-year forecasting and budget justification.
  • Prepare documentation to defend budget positions to OPNAV, FMB, OSD Comptroller and Congress.

Financial Execution

  • Oversee Navy ERP project structures, funds allocation, cost planning, funding documents and financial phasing plans.
  • Track obligations and expenditures against execution benchmarks, and report execution status to senior leaders.

GFE and Requirements Allocation

  • Support Government Furnished Equipment budget guidance, Participating Acquisition Resource Manager (PARM) reviews and GFE allocation management.
  • Support requirements allocation and annual task planning.

Analysis, Reconciliation and Reporting

  • Perform account reconciliation, financial closeout and financial performance assessments.
  • Analyze change orders and their budget impacts.
  • Respond to NAVSEA Comptroller data calls, Financial Management Reviews, Execution Reviews and audit readiness requirements.

Team Leadership

  • Lead, mentor and assign work to budget and financial analysts.
  • Develop process documentation and training, and recommend process improvements.

Qualifications

  • Bachelor's or advanced degree in a business or technical field
  • More than 15 years of experience in financial/cost analysis, engineering/science management or operations research analysis
  • Significant experience in U.S. Navy programs or operations
  • Supervisory experience
  • Experience communicating with SES and Flag-level personnel
  • Proven ability to support contracts efficiently and cost-effectively

Software / Tools

  • Navy ERP
  • PBIS (Program Budget Information System), PBIS Web, PDOCS, RDOCS, Budget Planning System
  • NAVSEA Enterprise Planning System (NEPS) and NAVSEA Enterprise Data Warehouse (EDW)
  • Advanced Microsoft Excel and PowerPoint

Preferred Qualifications

  • DAWIA Business-Financial Management certification or DoD Financial Management certification
  • Shipbuilding (SCN) or RDT&E budget experience
  • Experience with internal controls and audit readiness
  • Experience at a NAVSEA program office

Federal Project Requirements

  • U.S. citizenship required
  • Active Secret security clearance required
  • Must be eligible for access to Naval Nuclear Propulsion Information (NNPI)
  • Must obtain and maintain a CAC and Navy system access
  • Must complete required training, including Antiterrorism Level I, OPSEC, Cyber Awareness, Counterintelligence Awareness, Derivative Classification, CTIP and PII
  • Must protect classified information, CUI and PII in line with Government requirements

Work Environment & Physical Requirements

  • Office environment at a contractor facility and Government site
  • Ability to brief senior leadership on financial execution status
