Job Summary

E-Logic, Inc. is seeking a Program/Project Manager to lead technical support for the Technical Director's department of a U.S. Navy major surface combatant shipbuilding program office, including Integrated Power and Energy Systems. This is the contract's largest support area. The role directs a team of engineers, logisticians, cost estimators, Earned Value Management analysts and configuration management specialists.

The Program/Project Manager plans and manages technical tasking, integrates work across disciplines and ensures technical deliverables meet Government requirements.

This position is contingent upon contract award.

Working Hours

  • Monday through Friday, 8:00 AM-5:00 PM
  • Excluding recognized U.S. federal holidays and Government facility closures
  • Hybrid: a contractor facility near the Washington Navy Yard, regular on-site presence at the Washington Navy Yard, and telework under company policy
  • Travel to NSWC Carderock, NSWC Philadelphia, shipyards and vendor facilities. International travel (CONUS/OCONUS) may be required to support international agreements.

Key Responsibilities

Technical Team Leadership

  • Plan, assign and oversee technical tasking for the Technical Director's department.
  • Manage staffing, labor hours, schedules and deliverables for the technical support team.
  • Serve as the main interface with the Government Technical Director and department leads.

Integrated Logistics Support Oversight

  • Oversee Hull, Mechanical & Electrical (HM&E) and Combat Systems ILS reviews, ILS checklist evaluations, and technical assessments of proposed change requests.
  • Oversee technical publication requirements definition, readiness analysis and shipboard library outfitting.

Power & Energy and International Programs

  • Oversee support for the Power & Energy Technology Development Roadmap. This includes coordination with ONR, NAVSEA SEA 05 and Warfare Center stakeholders.
  • Support execution and tracking of international agreements with partner nations, including meeting planning and minutes.

Integrated Performance Analysis Oversight

  • Oversee Earned Value Management, Integrated Master Schedule analysis, schedule risk assessments, cost estimating and should-cost analysis.
  • Ensure analyses are consistent, documented and defensible for senior leadership review.

Configuration Management

  • Oversee Configuration Control Board coordination and Configuration Steering Board briefing inputs.

Quality and Reporting

  • Review technical products for accuracy and quality before delivery.
  • Report status, risks and issues to the contract Program Manager and Government leadership.

Qualifications

  • Bachelor's degree in business, management or a technical field
  • More than 10 years of relevant professional experience
  • Supervisory experience leading technical or analytical teams
  • Experience communicating with SES and Flag-level personnel
  • Proven ability to manage CPFF / level-of-effort service contracts efficiently and cost-effectively
  • Strong technical writing, analytical and presentation skills

Software / Tools

  • Microsoft Office Suite (Excel, PowerPoint, Project, SharePoint, Teams)
  • Familiarity with EVM and scheduling tools (e.g., COBRA, Primavera, MS Project)

Preferred Qualifications

  • 15 or more years of relevant experience
  • PMP or DAWIA Certification in Program Management
  • Knowledge of DoW/DoN acquisition procedures and policies (DoW 5000 process)
  • Knowledge of the Navy Portfolio Acquisition Executive (PAE) structure and in-service ship operations and organization
  • Shipbuilding, naval power and energy, or integrated power systems program experience

Federal Project Requirements

  • U.S. citizenship required
  • Active Secret security clearance required
  • Must be eligible for access to Naval Nuclear Propulsion Information (NNPI)
  • Must obtain and maintain a CAC and Navy system access
  • Must complete required training, including Antiterrorism Level I, OPSEC, Cyber Awareness, Counterintelligence Awareness, Derivative Classification, CTIP and PII
  • Must protect classified information, CUI and PII in line with Government requirements

Work Environment & Physical Requirements

  • Office environment at a contractor facility and Government site
  • Travel to Government sites, shipyards and vendor facilities, which may involve walking through shipyard and industrial areas
  • Possible international travel
