Program Manager
Job Summary
E-Logic, Inc. is seeking an experienced Program Manager to lead a professional support services team for a U.S. Navy major surface combatant shipbuilding program office at the Washington Navy Yard. The Program Manager has overall responsibility for contract performance. This covers a team of about 30 professionals working in Integrated Logistics Support, Program Support and Management, Acquisition and Contract Management, Business and Financial Management, and Integrated Performance Analysis (Earned Value Management and cost estimating).
The Program Manager is the main point of contact with the Government Program Manager, Deputy Program Manager and Contracting Officer's Representative. The role is responsible for staffing, quality, cost control, subcontractor integration and on-time delivery of all contract deliverables.
This position is contingent upon contract award.
Working Hours
- Monday through Friday, 8:00 AM-5:00 PM
- Excluding recognized U.S. federal holidays and Government facility closures
- Hybrid: a contractor facility near the Washington Navy Yard, regular on-site presence at the Washington Navy Yard, and telework under company policy
- Occasional travel to NSWC Carderock, NSWC Philadelphia, shipyards and vendor facilities
Key Responsibilities
Program and Contract Management
- Serve as the single point of accountability for performance of a Cost-Plus-Fixed-Fee (CPFF), level-of-effort task order.
- Plan, direct and oversee all tasking across five support areas, ensuring high-quality, timely and well-integrated services.
- Manage labor hours, cost, burn rate and funding, and give the Government early notice of cost or schedule issues.
- Prepare and deliver monthly status, financial and performance reports.
- Support Government performance assessments, including CPARS.
Transition and Staffing
- Lead a 60-day contract transition, including hiring, onboarding, security processing, CAC/PKI and Navy system access, and training.
- Recruit, retain and assign qualified personnel. Keep an efficient labor mix and adjust staffing for surge and emergent requirements.
- Manage key personnel continuity and substitution requests.
Integration and Stakeholder Management
- Develop, implement and maintain the contract Integration Plan to coordinate work across the prime, subcontractors and other program office support contractors.
- Communicate directly with SES- and Flag-level Government officials.
- Lead program management reviews, status meetings and in-progress reviews.
Quality Control and Risk Management
- Implement and maintain the Quality Control Program in line with the Government's Quality Assurance Surveillance Plan (QASP).
- Identify, track and mitigate performance, staffing, schedule and cost risks.
- Ensure all deliverables (CDRLs) meet Government quality standards and due dates.
Subcontractor Management
- Direct and integrate subcontractor personnel and tasking.
- Monitor subcontractor performance, labor hours and cost.
Qualifications
- Bachelor's degree in business, management or a technical field
- Project Management Professional (PMP) or DAWIA Certification in Program Management (required)
- More than 15 years of relevant professional experience
- Supervisory experience leading multidisciplinary professional teams
- Experience communicating with SES and Flag-level personnel
- Proven ability to manage CPFF / level-of-effort service contracts efficiently and cost-effectively
- Strong leadership, communication, organizational and presentation skills
Software / Tools
- Microsoft Office Suite (Outlook, Teams, Excel, PowerPoint, SharePoint)
- Microsoft Project or a similar scheduling tool
- Navy enterprise systems and collaboration platforms (NMCI/Flank Speed)
Preferred Qualifications
- Knowledge of DoW/DoN acquisition procedures and policies (DoW 5000 process)
- Knowledge of the Navy Portfolio Acquisition Executive (PAE) structure and in-service ship operations and organization
- Prior experience managing NAVSEA program office support contracts (SeaPort-NxG)
- Shipbuilding program experience
Federal Project Requirements
- U.S. citizenship required
- Active Secret security clearance required
- Must be eligible for access to Naval Nuclear Propulsion Information (NNPI)
- Must obtain and maintain a CAC and Navy system access
- Must complete required training, including Antiterrorism Level I, OPSEC, Cyber Awareness, Counterintelligence Awareness, Derivative Classification, CTIP and PII
- Must protect classified information, CUI and PII in line with Government requirements
Work Environment & Physical Requirements
- Office environment at a contractor facility and Government site (Washington Navy Yard)
- Ability to attend in-person and virtual meetings and give briefings to senior leadership
- Occasional travel to Government sites, shipyards and vendor facilities
