About the Role

We are seeking a GSOC Communications Systems Operator (CSO) Liaison to serve as a Key Personnel position supporting the Executive Airlift Communications Network (EACN) Support contract. This role provides expert guidance on the operations of the Mission Communications System (MCS) on-board C-32, C-40, and C-37 Executive Aircraft, tracks and assists Executive Aircraft in flight with communications issues, responds to incident calls, and supports trend analysis efforts. The liaison will utilize various Command and Control (C2) tools and chat software (e.g., Mattermost) to support Executive Aircraft while in flight.

  • Joint Base Andrews (JBA), MD (24/7/365 on-site coverage required)

Key Responsibilities

  • Track and assist Executive Aircraft in flight with communications issues.
  • Respond to incident calls and support trend analysis efforts.
  • Utilize various Command and Control (C2) tools and chat software (e.g., Mattermost) to support Executive Aircraft while in flight.
  • Provide GSOC leadership with expert guidance on the operations of the Mission Communications System (MCS) on-board C-32, C-40, and C-37 Executive Aircraft.
  • Provide expert troubleshooting guidance to Communications Systems Operators on-board C-32, C-40, and C-37 Executive Aircraft during MCS anomalies and/or outages.
  • Review and provide recommendations on the effectiveness of GSOC flight monitoring solutions utilizing various web-based tools developed by Commercial Satellite Communications (COMSATCOM) providers.
  • Monitor, analyze, detect, and respond to incidents and activities identified by the GSOC.
  • Collect information and data to identify, analyze, and report events and incidents to the GSOC that may impact SLC3S-A systems.
  • Respond within 15 minutes of any crisis and urgent situations that occur during duty hours.
  • Support mitigation of immediate and potential threats.
  • Provide analytical support as needed for projects and systems to ensure effective operations of cyber capabilities.

Required Qualifications

Experience:

  • Minimum 5-6 years in the following:
  • Managing the day-to-day functional operations and activities of a contractor workforce supporting military communications or airborne C3 systems.
  • Operational planning and execution of MCS operations, troubleshooting, and trend analysis.
  • Managing supply and maintenance transactions, or equivalent communications systems experience.
  • Providing technical advice and instruction to personnel.
  • Minimum 3-5 years handling fiscal requirements and functions.

Certifications:

  • Subject matter expertise of the Mission Communications Systems (MCS) of the C-32A, C-40B/C, and/or C-37A/B aircraft required.

Capabilities:

  • Apply relative knowledge to analyze problems, identify significant factors, gather pertinent data, and recognize/apply solutions.
  • Plan and organize work to successfully perform complex tasks.
  • Effectively and efficiently communicate, both written and orally, to personnel at various status and rank.

Qualifications:

  • Minimum of a four (4) year course of study in a relevant field leading to a bachelor's degree, or a combination of successfully completed post-high school education and/or training experiences that meet the total qualification requirements for this position level.
  • Active TOP SECRET Security Clearance at time of contract award.
  • Must pass a criminal background check and Personnel Risk Assessment (PRA).

Preferred:

  • Prior experience supporting U.S. Air Force or DoD airborne communications programs.
  • Experience with C-32A, C-40B/C, and/or C-37A/B aircraft MCS.
  • Experience with COMSATCOM providers and flight monitoring solutions.
  • Experience with Mattermost or other C2 chat software.

Work Environment

  • Location: Joint Base Andrews (JBA), MD (24/7/365 on-site coverage required).
  • Travel: Local travel authorized; travel outside the local region (CONUS and OCONUS) may be required and will be reimbursed in accordance with FAR 31.2 and Public Law 99-234.
  • Hours: 24/7/365 on-site coverage required. Shifts will be assigned to ensure continuous coverage.
  • On-Site: Required at Government installation.
  • Security: A personal security clearance is required. A Common Access Card (CAC) is required for all contractors.
