About the Role

We are seeking an Information Assurance (IA) Manager to serve as a Key Personnel position supporting the Executive Airlift Communications Network (EACN) Support contract. This role supports the EACN Information Assurance Vulnerability Management (IAVM) program, processes USCYBERCOM and USAF cyber orders, performs weekly network vulnerability scans, and provides technical support and documentation to the EACN ISSM in support of acquiring and maintaining Authority to Operate (ATO) requirements.

Key Responsibilities

  • Support the EACN Information Assurance Vulnerability Management (IAVM) program.
  • Process USCYBERCOM and USAF issued orders including TASKORDs, OPORDs, CTOs, TCNOs, MTOs, NOTAMs, and SPINs (cyber orders) in the SIL in support of A2G2's at JBA, JBLM, and SAFB.
  • Provide technical configuration information to support monitoring and updating the DISA VMS or CMRS and USAF ACT.
  • Manage the IAVM program responsibilities for the EACN IAW cyber orders.
  • Provide technical support and documentation to the EACN ISSM in support of acquiring and maintaining Authority to Connect (ATO) requirements.
  • Perform weekly network vulnerability scans with approved AF tool (i.e., ACAS) and provide results in the EACN Security Compliance Report (CDRL 002).
  • Utilize Government network scanning tools to provide IA-related results, findings, and remediation activities to the EACN ISSM and EACN Government Engineers.
  • Direct implementations, track and provide status of implementation of patches, updates, etc. as pertains to maintaining compliance of all hardware and software in the network, IAW cyber orders.
  • Perform first responder scans or other response tasks as necessary, Post-Notification Investigation and Network Defense (NetD) Incident Reports, ACAS vulnerability scans, and DISA VMS/CMRS configuration changes.
  • Provide back-ups of the Intrusion Detection System (IDS) Defense Center configuration and data, Syslog Server, firewall and DNS Logs to the EACN ISSM.
  • Support the EACN PM by managing the Information Technology Investment Portfolio Suite (ITIPS) record for the EACN IT investment.
  • Coordinate with the EACN ISSM, AF Enterprise SCAR, and SCA to initiate, develop, and maintain required artifacts using eMASS in support of EACN's ATO.
  • Provide support to the EACN PM, Government Engineers, COR, ISSM, ISSO, and CCM for all EACN RMF related matters.

Required Qualifications

Experience:

  • Minimum 5-6 years in the following:
  • Managing the day-to-day functional operations and activities of a contractor workforce supporting military cybersecurity or IA programs.
  • Operational planning and execution of vulnerability management, compliance tracking, and remediation.
  • Managing cyber orders (TASKORDs, CTOs, TCNOs, etc.) and IAVM programs.
  • Providing technical advice and instruction to personnel.
  • Minimum 3-5 years handling fiscal requirements and functions.

Certifications:

  • ISC2 Certified Information Systems Security Professional (CISSP) required.

Capabilities:

  • Apply relative knowledge to analyze problems, identify significant factors, gather pertinent data, and recognize/apply solutions.
  • Plan and organize work to successfully perform complex tasks.
  • Effectively and efficiently communicate, both written and orally, to personnel at various status and rank.

Qualifications:

  • Minimum of a four (4) year course of study in a relevant field leading to a bachelor's degree, or a combination of successfully completed post-high school education and/or training experiences that meet the total qualification requirements for this position level.
  • Active SECRET Security Clearance at time of contract award.
  • Must pass a criminal background check and Personnel Risk Assessment (PRA).

Preferred:

  • Prior experience supporting U.S. Air Force or DoD cybersecurity programs.
  • Experience with eMASS, ITIPS, ACAS, DISA STIGs, VMS/CMRS, and ACT.
  • Experience with RMF artifact development and ATO maintenance.
  • Experience with Splunk, SolarWinds, or other security monitoring tools.

Work Environment

  • Location: Scott AFB, IL (On-site required).
  • Travel: Local travel authorized; travel outside the local region (CONUS and OCONUS) may be required and will be reimbursed in accordance with FAR 31.2 and Public Law 99-234.
  • Hours: Normal Government working hours, 0630-1730, Monday through Friday, local time, excluding Federal holidays.
  • On-Site: Required at Government installation unless the Government requires remote telework.
  • Security: A personal security clearance is required. A Common Access Card (CAC) is required for all contractors.
