Project Manager (PM)
Locations: Scott AFB, IL (Hybrid - 3-4 days/week on-site)
Clearance: Active TOP SECRET Security Clearance at time of contract award
Employment Type: Full-time, Contract (Base + 4 Option Years + 6-Month EOS)
Compensation: Commensurate with experience (GSA MAS 54151S rates apply)
About the Role
We are seeking a Project Manager (PM) to serve as the lead contractor for the Executive Airlift Communications Network (EACN) Support contract. This is a Key Personnel position responsible for overall management and performance of the Performance Work Statement (PWS), supervision of all contract personnel, and serving as the primary point of contact for the Government EACN Program Manager. The PM must be a prime contractor employee with authority to make decisions, signature authority, and ability to commit the firm.

- Scott AFB, IL (Hybrid - must be able to perform duties on-site 3-4 days per week or as requested by Government EACN Program Manager)
Key Responsibilities
- Serve as the Task Lead and Point of Contact (POC) responsible for the overall management and performance of the PWS.
- Supervise all contract personnel and performance of all contractor-related functions.
- Provide Program Management Reviews (PMRs) to the Government EACN Program Manager and key stakeholders on an annual basis.
- Maintain the Projects Status List (CDRL 003) and Project Checklist (CDRL 008) for every project.
- Submit Monthly Status Reports (MSR) (CDRL 001) encompassing all three locations (JBA, JBLM, and SAFB).
- Convene bi-weekly teleconferences with AMC/A67A and A2G2 personnel to discuss configuration issues and provide status updates.
- Establish, maintain, and report metrics on each area of the services summary.
- Ensure production configuration baselines of all hardware and software are maintained.
- Create and deliver White Papers (CDRL 007), Network Installation & Configuration Guides (CDRL 009), and Disaster Recovery Plans (CDRL 010) as required.
- Assist the EACN Government Engineers in maintaining a Configuration Management Plan.
Required Qualifications
Experience:
- Minimum 5-6 years in the following:
- Managing day-to-day functional operations and activities of a contractor workforce supporting military communications or IT programs.
- Operational planning and execution of network operations, project management, and resource allocation.
- Managing supply and maintenance transactions, or equivalent IT service management experience.
- Providing technical advice and instruction to personnel.
- Minimum 3-5 years handling fiscal requirements and functions.
Certifications:
- Project Management Institute (PMI) Project Management Professional (PMP) certification required.
Capabilities:
- Apply relative knowledge to analyze problems, identify significant factors, gather pertinent data, and recognize/apply solutions.
- Plan and organize work to successfully perform complex tasks.
- Effectively and efficiently communicate, both written and orally, to personnel at various status and rank.
Qualifications:
- Minimum of a four (4) year course of study in a relevant field leading to a bachelor's degree, or a combination of successfully completed post-high school education and/or training experiences that meet the total qualification requirements for this position level.
- Active TOP SECRET Security Clearance at time of contract award.
- Must pass a criminal background check and Personnel Risk Assessment (PRA).
Preferred:
- Prior experience supporting U.S. Air Force or DoD communications programs.
- Experience with ServiceNow, SolarWinds, or other ITSM platforms.
- Experience managing geographically dispersed teams across multiple CONUS locations.
Work Environment
- Location: Scott AFB, IL (Hybrid - 3-4 days/week on-site).
- Travel: Local travel authorized; travel outside the local region (CONUS and OCONUS) may be required and will be reimbursed in accordance with FAR 31.2 and Public Law 99-234.
- Hours: Normal Government working hours, 0630-1730, Monday through Friday, local time, excluding Federal holidays.
- On-Site: Required at Government installation unless the Government requires remote telework.
- Security: A personal security clearance is required. A Common Access Card (CAC) is required for all contractors.
