Senior Master Planner
Job Summary
E-Logic, Inc. is seeking a highly experienced Senior Master Planner to lead the development of a comprehensive 25-year installation Master Plan for a U.S. Government requirement in the United States Virgin Islands. The Senior Master Planner will provide technical leadership for master planning activities in accordance with UFC 2-100-01, including installation assessments, stakeholder engagement, future development planning, facility requirements, and preparation of a Capital Investment Plan.
The position will lead multidisciplinary planning activities, coordinate stakeholder planning sessions, conduct site assessments, develop planning recommendations, and prepare the final Master Plan and associated deliverables.
Working Hours
- Monday through Friday, 8:00 AM-5:00 PM
- Excluding recognized U.S. federal holidays and Government facility closures
- Primarily remote
- Approximately three (3) trips to the United States Virgin Islands during the Period of Performance
- Travel will be coordinated and authorized in accordance with project requirements
Key Responsibilities
Master Planning
- Lead development of a 25-year installation Master Plan in accordance with UFC 2-100-01.
- Develop an integrated, installation-wide planning framework addressing current conditions and future growth.
- Evaluate existing facilities, land use, infrastructure, development patterns, and organizational requirements.
- Develop recommendations for future construction, renovation, expansion, replacement, consolidation, and facility utilization.
- Prepare area development plans and long-range development strategies.
- Review existing organizational and strategic plans and incorporate applicable requirements into the Master Plan.
Site Assessment & Planning Analysis
- Lead site visits and planning-level assessments of existing facilities and installation conditions.
- Evaluate site opportunities, constraints, land-use considerations, circulation, facilities, and development potential.
- Support planning-level environmental analysis and identification of environmental constraints.
- Translate assessment findings into practical planning recommendations.
Capital Investment Planning
- Develop a Capital Investment Plan identifying future construction and renovation requirements.
- Identify potential projects and establish planning-level priorities and estimated costs.
- Coordinate capital investment recommendations with facility requirements and long-range development objectives.
- Incorporate the Capital Investment Plan into the final Master Plan.
Stakeholder Engagement
- Lead project kickoff and coordination meetings.
- Conduct stakeholder planning sessions with Government representatives and other project stakeholders.
- Facilitate discussions regarding current requirements, future growth, facility deficiencies, and development priorities.
- Prepare meeting materials, presentations, and meeting documentation.
- Present draft and final planning recommendations.
Master Plan Development & Deliverables
- Prepare and manage development of the 50%, 90%, and 100% Master Plan submissions.
- Prepare technical narratives, planning recommendations, exhibits, and supporting documentation.
- Review and incorporate Government comments into subsequent submissions.
- Support final presentation and discussion of the completed Master Plan.
- Ensure deliverables meet applicable technical and quality requirements.
Project Coordination & Quality Control
- Coordinate planning activities with GIS, technical, environmental, and other project personnel.
- Maintain project schedules and monitor progress toward required milestones.
- Identify technical, schedule, and coordination issues and recommend corrective actions.
- Support the contractor's Quality Control Program.
- Ensure work is performed in accordance with applicable Government requirements and project standards.
Qualifications
- Bachelor's degree in Urban Planning, Architecture, Engineering, Geography, or a related field.
- Minimum 10 years of total professional experience.
- Demonstrated experience with DoD, Army, or National Guard installation master planning.
- Experience applying UFC 2-100-01 to installation or facility master planning.
- Experience developing area development plans.
- Experience developing and evaluating facility requirements.
- Experience preparing Capital Investment Plans.
- Experience conducting stakeholder planning sessions and presenting technical recommendations.
- Strong technical writing, analytical, organizational, and presentation skills.
- Ability to work independently in a remote environment and coordinate effectively with a multidisciplinary team.
- Ability and willingness to travel to the United States Virgin Islands as required.
Software / Tools
- Microsoft Office Suite
- ArcGIS - working knowledge
- Adobe InDesign or similar publishing/design software
- Ability to interpret GIS data, maps, drawings, and planning graphics
Preferred Qualifications
- AICP certification.
- National Guard or Army real property experience.
- Experience with PRIDE and/or BUILDER.
- Experience with DD Form 1391 development.
- United States Virgin Islands or Caribbean planning experience.
- Additional experience with DoD installation planning and real property programs.
Federal Project Requirements
- Must be able to satisfy applicable U.S. Government installation access requirements.
- Must complete applicable Antiterrorism Level I, iWATCH, OPSEC, and other required training.
- Must comply with applicable Government security, safety, privacy, and information protection requirements.
- Must protect Government information and Personally Identifiable Information encountered during performance.
- Must comply with applicable installation and facility policies and procedures.
Work Environment & Physical Requirements
- Primarily remote work with periodic on-site work in the United States Virgin Islands.
- Approximately three (3) trips to the United States Virgin Islands are anticipated.
- Site visits may require walking through existing facilities and outdoor areas.
- Ability to conduct field assessments and work in varying site conditions.
- Ability to attend virtual and in-person meetings and deliver technical presentations.
