Position Overview
Seeking a highly qualified Chemist to support the Laboratory Quality and Accreditation Office (LQAC) and the Naval Ordnance Safety and Security Activity (NOSSA). This role is essential for supporting the Navy's environmental and shipyard-based programs. The ideal candidate will be a laboratory technical expert responsible for conducting ISO/IEC 17025 assessments and ensuring compliance with quality system requirements.
This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the NOSSA Government Task Manager and the Contracting Officer's Representative (COR).
This is an in-person, on-site position with telework authorized at the Command's discretion based on specific job responsibilities.
Key Responsibilities
- Conduct laboratory assessments of quality systems and chemical testing systems in contract and/or government laboratories
- Apply knowledge of ISO/IEC 17025 quality-system requirements, laboratory operations, testing methodologies, and regulatory compliance
- Review complex analytical data using basic knowledge of chemistry and laboratory instrumentation
- Author comprehensive technical documentation, research industry standards, and analyze performance metrics to improve quality practices
- Support Department of Defense (DoD) environmental and shipyard-based programs
- Provide meetings and webinar support for government workshops and subgroups
Required Qualifications
- Education: Bachelor of Science in Chemistry. (A degree in Physical Sciences, Life Sciences, or Engineering that includes a minimum of 30 semester hours in Chemistry may be substituted)
- Experience: Minimum of five (5) years of experience as a laboratory technical expert
- Certification: Certification or demonstrated qualification to conduct ISO/IEC 17025 laboratory assessments
- Clearance: Active SECRET security clearance
- Knowledge: Demonstrated knowledge and application of ISO/IEC 17025 quality-system requirements, laboratory operations, testing methodologies, and regulatory compliance
Desired Attributes
- Knowledge of ISO 17025:2017 requirements and quality system practices
- Experience in environmental data validation and project management
- Familiarity with statistical analysis of data
- Ability to work independently and collaborate with project teams
Additional Requirements
- Must obtain legal entry authorization to Naval Base Guam prior to commencing work
- Must be issued a Common Access Card (CAC)
- Must comply with all DoD security regulations and safeguard Controlled Unclassified Information (CUI)
- Must pass background checks and base access control registration
Schedule & Work Conditions
- Hours: Up to 40 hours per week, Monday-Friday, normal business hours, excluding Federal holidays
- Overtime: Not authorized
- Telework: Authorized at the Command's discretion based on specific job responsibilities
- Travel: Extensive travel may be required to support this task order
