Position Overview

Seeking a highly skilled Senior Systems Analyst to provide technical support to the Naval Ordnance Safety and Security Activity (NOSSA). This role is critical for supporting energetics, explosives, and weapons-systems programs. The ideal candidate will have a strong background in Navy ordnance environmental and explosives-safety programs, with a focus on performance metric tools, database maintenance, and full life cycle process support.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the NOSSA Government Task Manager and the Contracting Officer's Representative (COR).

This is an in-person, on-site position with telework authorized at the Command's discretion based on specific job responsibilities.

Key Responsibilities

  • Provide direct technical support to the Insensitive Munitions Office (IMO) and other vital departments regarding energetics, explosives, and weapons systems
  • Support the generation and maintenance of Explosives Safety performance metric tools and related databases (e.g., ESCS). Create and maintain real-time metrics outputs
  • Participate in the full life cycle process, including requirements analysis, design, implementation, and maintenance of metric tools
  • Utilize Microsoft SQL database and .Net framework design and administration capabilities to support metric tools
  • Support quarterly and annual reporting requirements, including data collection and chart generation from centralized databases and web-based applications
  • Provide timely end-user help desk support for Explosives Safety applications

Required Qualifications

  • Education: Associate's (AS/AA) degree in Computer Programming, Computer Science, or Engineering
  • Experience: Minimum of five (5) years of relevant experience, including:
  • Providing technical support to energetics, explosives, or weapons-systems programs
  • Project-management oversight for Navy ordnance environmental and explosives-safety programs
  • Clearance: Active SECRET security clearance
  • Technical Skills: Experience with Microsoft SQL database and .Net framework design and administration

Desired Attributes

  • Direct experience with DoN Explosives Safety inspection processes (shore station and shipboard)
  • Experience with the Explosives Safety Compliance System (ESCS)
  • Demonstrated experience in the development and execution of project plans and preparation of technical documentation

Additional Requirements

  • Must obtain legal entry authorization to Naval Base Guam prior to commencing work
  • Must be issued a Common Access Card (CAC)
  • Must comply with all DoD security regulations and safeguard Controlled Unclassified Information (CUI)
  • Must pass background checks and base access control registration

Schedule & Work Conditions

  • Hours: Up to 40 hours per week, Monday-Friday, normal business hours, excluding Federal holidays
  • Overtime: Not authorized
  • Telework: Authorized at the Command's discretion based on specific job responsibilities
  • Travel: Extensive travel may be required to support this task order
