Position Overview

Seeking a detail-oriented Financial/Budget Analyst to support Annual Work Plan (AWP) development, sustainment funding analysis, and GFEBS financial reporting at Fort Benning, GA. This role conducts detailed analysis of work order data in GFEBS, provides monthly, quarterly, and yearly financial reports, tracks and determines the impact of maintenance data on SAG132 sustainment funding, and prepares annual reports for Fort Benning leadership and Higher Headquarters. This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Contracting Officer's Representative (COR). This is an in-person, on-site position.

Key Responsibilities

  • Conduct detailed analysis of work order data in GFEBS to provide the COR with monthly, quarterly, and yearly financial reports
  • Assist with developing and updating the Annual Work Plan (AWP)
  • Provide execution and Program Budget Guidance dollar amounts for Management Decision Packages (MDEP) including QDEM, QDEH, QUTS, QMUN, QLEA, QRPA, QUTM, DA3R, E315, E3H8, E4H8, and other MDEPs
  • Compare MDEP results to total Sub-Activity Group (SAG) 131 and 132 values
  • Research and report all differences between MDEP results and SAG 131/132 totals
  • Track and determine the impact of maintenance data entered into GFEBS on SAG132 sustainment funding
  • Research Business Systems & Information (BSI) submitted via GFEBS through HQIIS to the DAIS system
  • Analyze and walk back installation-specific metrics to calculate dollar differences between years
  • Prepare annual report reflecting changes in sustainment funding
  • Utilize GFEBS SQ00 query tool to capture complete Installation facility report for each fiscal year on September 30th
  • Take Facility Sustainment Model (FSM) report and calculate changes in Quantities, Cost factors, and additions/deletions IAW UFC DoD Facilities Pricing Guide
  • Determine impact current year FSM Business Rules had on annual requirement
  • Prepare comparison report to identify changes
  • Submit annual report to Fort Benning leadership and Higher Headquarters
  • Provide data entry for daily reconciliation of all activity in GFEBS
  • Provide journal data to document cross-division coordination within the Directorate
  • Develop comprehensive annual budgets, reports, and document compliance with leadership decisions

Required Qualifications

  • Education: High School Diploma or equivalent
  • Experience: Minimum three (3) years of experience in financial analysis, budget analysis, or GFEBS financial reporting
  • Citizenship: U.S. Citizenship required
  • Security Clearance: Ability to obtain a DoD Common Access Card (CAC) prior to onboarding
  • GFEBS Roles: Must acquire applicable GFEBS roles within six months of employment
  • GFEBS Experience: Expected to possess experience at contract start to perform immediately upon award
  • Language: Fluent in written and verbal English
  • Microsoft Office: Proficient in Word, Excel, PowerPoint, Outlook, Teams

Desired Experience

  • Prior experience with GFEBS, HQIIS, DAIS, or Army financial systems
  • Knowledge of MDEP, SAG 131/132, FSM, and UFC DoD Facilities Pricing Guide
  • Experience with GFEBS SQ00 query tool
  • Familiarity with Army DPW financial operations

Additional Requirements

  • Must obtain legal entry authorization to Fort Benning prior to commencing work
  • Must be issued a Common Access Card (CAC)
  • Must comply with all DoD security regulations and safeguard Controlled Unclassified Information (CUI)
  • Must pass background checks and base access control registration
  • Must complete AT Level I Training, iWATCH Training, OPSEC training, and IA/IT awareness training
  • Must sign and abide by an Army IT User Agreement

Schedule & Work Conditions

  • Hours: 7:30 AM - 4:00 PM, Monday-Friday, excluding Federal holidays
  • Telework: Not allowed; majority of work requires onsite presence
  • Travel: Not authorized or reimbursed
