Job Summary

E-Logic, Inc. is seeking an experienced Waste Manager to oversee the characterization, packaging, transportation, tracking, and final disposal of regulated and hazardous materials generated during building demolition, asbestos abatement, lead-based paint abatement, and related construction activities.

The Waste Manager will coordinate waste-management activities from project sites through final disposal or recycling and will ensure that regulated materials are properly characterized, packaged, manifested, transported, documented, and disposed of in accordance with applicable federal, state, and local requirements.

The position will work closely with project managers, field personnel, environmental professionals, licensed waste haulers, disposal facilities, recycling facilities, and other project stakeholders.

Key Responsibilities

Waste Characterization

• Characterize hazardous, regulated, recyclable, and non-hazardous waste generated during demolition and abatement activities.
• Review available sampling, analytical, and project documentation to determine appropriate waste classifications.
• Identify applicable federal, state, and local waste-management requirements.
• Coordinate with environmental professionals and project personnel regarding waste classifications.

Packaging and Handling

• Establish requirements for proper packaging, labeling, storage, and handling of regulated materials.
• Ensure hazardous and regulated waste is packaged in accordance with applicable requirements.
• Coordinate staging and temporary storage of materials pending transportation and disposal.
• Verify that containers and packages are properly labeled and prepared for shipment.

Manifesting and Transportation

• Prepare, review, and maintain required waste manifests and shipping documentation.
• Coordinate transportation of hazardous and regulated materials with qualified and licensed waste haulers.
• Ensure transportation activities comply with applicable U.S. Department of Transportation hazardous-material requirements.
• Verify that required documentation accompanies waste shipments.
• Maintain records of waste shipments from project sites through final disposal.

Regulated Materials

The Waste Manager will support management of materials including:

• Asbestos-containing materials
• Lead-based paint and lead-contaminated waste
• PCBs
• Mercury-containing materials
• Universal waste
• Hazardous waste
• Regulated demolition debris
• Recyclable materials
• Other regulated materials generated during demolition and abatement activities

Disposal and Recycling

• Coordinate disposal and recycling activities with licensed facilities.
• Maintain communication with waste haulers, landfills, treatment facilities, and recycling facilities.
• Verify that disposal facilities are appropriately authorized to receive applicable materials.
• Track disposal documentation and certificates as required.
• Review weight tickets and disposal receipts for accuracy and completeness.
• Maintain records demonstrating proper final disposition of project-generated waste.

Compliance and Recordkeeping

• Ensure waste-management activities comply with applicable requirements, including:
• RCRA
• 40 CFR Part 262
• U.S. DOT hazardous-material regulations
• 49 CFR Parts 171-180
• Applicable asbestos requirements
• Applicable lead requirements
• Applicable federal, state, and local environmental regulations
• Maintain waste profiles, manifests, weight tickets, disposal records, recycling records, and related documentation.
• Support audits and government inspections.
• Identify potential compliance issues and coordinate corrective actions.

Project Coordination

• Work with project managers and field personnel to plan waste-management activities before demolition and abatement work begins.
• Provide technical guidance regarding waste segregation, characterization, packaging, and transportation.
• Coordinate waste-management requirements across multiple concurrent project sites.
• Monitor project waste quantities and disposal activities.
• Prepare waste-management reports and status updates.

Qualifications

Required

• Bachelor's degree in Environmental Science, Environmental Engineering, Chemistry, or a related field, or equivalent relevant experience.
• Minimum 5 years of experience in hazardous and regulated waste management.
• Demonstrated experience with waste characterization, packaging, manifesting, transportation, and disposal.
• Working knowledge of RCRA and 40 CFR Part 262.
• Working knowledge of U.S. DOT hazardous-material transportation requirements under 49 CFR Parts 171-180.
• Experience managing asbestos and lead waste.
• Experience coordinating with licensed waste haulers, landfills, treatment facilities, and recycling facilities.
• Current DOT hazardous-material employee training in accordance with 49 CFR 172, Subpart H, as applicable.
• Strong recordkeeping and documentation skills.
• Ability to manage multiple projects and deadlines.
• Strong written and verbal communication skills.
• Ability to travel regularly to project sites.

Preferred

• Certified Hazardous Materials Manager (CHMM) certification.
• Experience supporting building demolition projects.
• USACE or other Department of Defense installation experience.
• Experience with federal construction and environmental projects.
• Experience managing waste generated during asbestos and lead abatement projects.

Software and Technical Tools

• EPA e-Manifest.
• Microsoft Office Suite.
• USACE Resident Management System (RMS) or similar project management platform.
• Waste tracking and documentation systems.

Federal Project Requirements

• Employment/hiring is contingent upon E-Logic, Inc. receiving the applicable contract award and authorization to proceed.
• Candidate must be able to satisfy all applicable federal project, environmental, safety, security, and site-access requirements.
• Candidate must be available for required travel to project sites.

Work Environment & Physical Requirements

• Work will involve both office and active demolition/abatement environments.
• Regular travel to project sites is required.
• May require walking, standing, climbing stairs, and working around active construction and demolition operations.
• May involve exposure to regulated materials and hazardous work environments; all required controls and personal protective equipment must be followed.
• Must be able to work safely around construction equipment, waste containers, and active demolition/abatement operations.
