Position Summary

E-Logic, Inc. is seeking a ServiceNow Developer to support the Southwest Regional Maintenance Center (SWRMC) at Naval Base San Diego. The selected candidate will support the modernization of legacy applications and expansion of ServiceNow capabilities, including the migration of legacy Oracle APEX applications to the ServiceNow platform.

The position will provide hands-on ServiceNow development, application configuration, system integration, security implementation, and knowledge transfer to government personnel. The selected candidate will work in an Agile/Scrum environment and support project execution in accordance with established schedules, deliverables, and government requirements.

Key Responsibilities

• Support the migration of legacy Oracle APEX web portal applications to ServiceNow while minimizing operational disruption.
• Develop and configure ServiceNow solutions using JavaScript, Flow Designer, REST/SOAP integrations, HTML, CSS, and ServiceNow MID Servers.
• Design, develop, configure, and maintain custom applications using ServiceNow App Engine.
• Configure and enhance ServiceNow IT Service Management (ITSM) modules, workflows, business rules, and related platform functionality.
• Design and implement role-based access controls (RBAC), field-level security, and other security controls to protect sensitive and personally identifiable information (PII).
• Support integration with Navy identity and access management capabilities, including Common Access Card (CAC) and multi-factor authentication (MFA).
• Develop and maintain system integrations using technologies and protocols such as REST, SOAP, SSO, LDAP, and SAML.
• Troubleshoot application, integration, workflow, and platform issues and implement appropriate corrective actions.
• Provide hands-on knowledge transfer, technical guidance, and training to government system administrators.
• Participate in and support Agile/Scrum activities, including sprint planning, daily stand-ups, demonstrations, and retrospectives.
• Track and report project progress, technical activities, risks, and deliverables in accordance with the approved Plan of Action and Milestones (POAM) schedule.
• Prepare and maintain technical documentation and other project deliverables as required.
• Follow applicable Navy, Department of Defense (DoD), government, and contract security requirements.

Required Qualifications

Professional Experience

• Minimum of 5 years of IT experience.
• Minimum of 3 years of hands-on ServiceNow development experience.
• Demonstrated experience developing, configuring, and implementing ServiceNow solutions.
• Experience with ServiceNow ITSM and application development.
• Experience with system integrations using REST/SOAP and related web technologies.
• Experience with JavaScript, HTML, and CSS.
• Experience with authentication and integration technologies such as SSO, LDAP, and SAML.

ServiceNow Certifications

The following certifications are required at the specified timeframes:

• ServiceNow Certified System Administrator (CSA) - required on Day 1.
• ServiceNow Certified Application Developer (CAD) - required on Day 1.
• ServiceNow Certified Implementation Specialist (CIS), either ITSM or App Engine - required within 90 days of employment.

DoD Certification Requirement

• Current IAT Level II certification in accordance with applicable DoD requirements, such as CompTIA Security+ CE, is required.

Clearance and Citizenship

• U.S. Citizenship is required.
• Active Top Secret (TS) security clearance is required on Day 1.
• Candidates must be able to satisfy all applicable government security and access requirements associated with the position.

Preferred Qualifications

• Previous experience supporting U.S. Navy or Department of Defense environments.
• Experience working in Navy cloud environments.
• Experience migrating Oracle APEX applications or other legacy applications to ServiceNow.
• Experience with ServiceNow App Engine.
• Experience implementing Navy or DoD identity and access management solutions, including CAC and MFA.
• Experience working in an Agile/Scrum development environment.
• Experience providing technical training and knowledge transfer to government personnel.

Work Schedule and Conditions

• Full-time position.
• Approximately 40 hours per week during standard business hours.
• On-site work at Naval Base San Diego, California is required.
• The position requires compliance with applicable government installation access, security, and operational procedures.

Security and Access Requirements

The selected candidate must be able to complete and maintain all applicable government security and access requirements, which may include:

• SAAR-N / DD Form 2875 approval.
• Department of the Navy Privileged Access Agreement (PAA).
• Annual Cyber Awareness training.
• DBIDS and/or CAC requirements for installation access.
• Other security, access, and cybersecurity requirements applicable to the contract and assigned duties.
