Position Overview
We are seeking an experienced Data Engineer / Systems Architect to support the Washington National Guard's Advana and Army Vantage Data Engineering and A365 Dataverse Foundation effort. This role is responsible for designing, building, and sustaining secure data transformation pipelines within Army Vantage (Palantir Foundry) and Advana (Databricks/SQL), egressing curated data into Microsoft Dataverse (Army 365), and establishing a robust relational data foundation for downstream Power Apps and dashboards.
The ideal candidate has deep, hands-on experience operating natively in DoD IL5 environments, strong relational data modeling skills, and the ability to deliver high-quality technical documentation and operational support. This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving technical direction and prioritization from the Government COR.
Key Responsibilities
- Conduct comprehensive data discovery and assessment of existing datasets in Army Vantage and Advana; deliver the Data Discovery and Assessment Report.
- Design and implement automated, high-availability ETL pipelines using native tools (Palantir Foundry Pipeline Builder, Databricks, SQL).
- Cleanse, deduplicate, harmonize, and apply Master Data Management best practices to source data.
- Develop and maintain a localized data ontology / star-schema model optimized for Microsoft Power Platform consumption.
- Engineer, test, and sustain secure automated egress connections (REST API, OData, or approved connectors) into the Army 365 Dataverse environment.
- Implement and enforce Role-Based Access Control (RBAC), Row-Level Security (RLS), and Object-Level Security (OLS) in compliance with IL5 requirements.
- Build automated validation and reconciliation scripts; maintain Data Quality Logs and transformation lineage documentation.
- Produce and maintain the Data Dictionary, Entity-Relationship Diagrams (ERDs), Security & Access Control Plan, and Data Validation/Test Plan.
- Provide ongoing operational support for pipelines (99.5% uptime target; 4-hour resolution SLA for critical interruptions during service hours).
- Participate in National Guard Bureau (NGB) data governance and synchronization working groups; prepare after-action reports.
- Deliver technical support and knowledge transfer to Government and third-party teams developing Power Apps and dashboards.
- Prepare monthly status reports and all required contractual deliverables on schedule.

Schedule & Work Conditions
- Hours: 0600-1430 Pacific Time, Monday through Friday
- Hybrid: Approximately 25% onsite at Building 32, Camp Murray, WA; 75% telework via Army Virtual Desktop (AVD)
- Federal Holidays Off (standard U.S. holidays listed in the PWS)
- Telework at no additional cost to the Government; contractor provides suitable commercial equipment and high-speed internet for AVD access
Security Requirements
- Must complete all mandatory DoD cybersecurity training (Cyber Awareness Challenge, etc.) prior to network access
- Must comply with all IL5, CUI, Privacy Act, and PII/PHI handling requirements
- Must wear contractor identification badge at all times while onsite
- All work performed within the DoD Information Network (DoDIN) IL5 boundary
