E-Logic, Inc. is seeking a highly experienced Risk Management Test SME Safety Specialist to support safety and occupational health activities at Aberdeen Proving Ground, Maryland.

This is a part-time position, typically requiring approximately 2 days per week, 9 hours per day, with additional days as needed based on project requirements and advance coordination.

MANDATORY SECURITY CLEARANCE REQUIREMENT

A SECRET security clearance is mandatory for this position.

Candidates must currently possess a valid SECRET personnel security clearance. An interim SECRET clearance may be accepted to begin only if permitted by the Government and applicable contract requirements.

Candidates who do not possess the required SECRET security clearance will not be considered for this position.

The selected candidate must maintain the required SECRET security clearance throughout employment. Suspension, revocation, or loss of the required clearance may result in removal from the position, subject to applicable Government and contractual requirements.

Minimum Qualifications

Candidates must meet all of the following requirements:

• U.S. Citizenship is mandatory.
• Current SECRET security clearance is mandatory.
• Bachelor's degree from an accredited college or university.
• Minimum of 23 years of work experience in a test environment at a Major Range Test and Base Facility (MRTBF).
• Minimum of 23 years of specialized experience specifically in either:
• Automotive testing; OR
• Weapon and ammunition testing.
• Must be certified to conduct OSHA 10-Hour General Industry Training.
• Must be fluent in speaking, reading, writing, and understanding English.
• Must be able to satisfy applicable Government installation, security, access, and training requirements.

Key Responsibilities

The Risk Management Test SME Safety Specialist will provide comprehensive safety and occupational health support for ATC testing operations.

Safety Program Support

Responsibilities include, but are not limited to:

• Support Explosives Safety activities.
• Support System Safety activities.
• Participate in Hazard Analysis Working Groups.
• Conduct and support Risk Assessments.
• Support compliance with applicable OSHA requirements and safety standards.
• Support safety programs involving:
• Lockout/Tagout (LOTO)
• Confined Space
• Fall Prevention
• Electrical Safety
• Material Handling Equipment
• Hazardous Materials
• Fire and Emergency Response
• Accident Investigation
• Power Tools and Equipment
• Personal Protective Equipment (PPE)
• Ergonomics
• Noise Monitoring
• Air Monitoring
• Respiratory Protection Program Administration

Safety and Technical Responsibilities

• Conduct and support workplace safety inspections.
• Prepare professional inspection and survey reports identifying deficiencies.
• Prepare deficiency notification memorandums and related documentation.
• Develop and conduct safety briefings and workforce training, including OSHA 10-Hour General Industry Training.
• Conduct incident investigations and prepare comprehensive reports of findings.
• Collect and document photographs and other supporting information associated with investigations.
• Conduct or assist with technical analyses of hazardous conditions and operations.
• Monitor safety activities for compliance with applicable regulations, standards, and Government requirements.
• Prepare and support hazard analyses of ATC operations and testing activities.
• Provide safety guidance and technical support to personnel involved in testing operations.
• Develop safety presentation materials and workforce awareness briefings as required.

Deliverables and Documentation

The position will be responsible for preparing professional safety documentation and work products, including:

• Inspection and Audit Results: Professionally written inspection and survey results, including deficiency notification memorandums.
• Incident Reports: Investigation findings, photographs, supporting documentation, and other applicable information.
• Presentation Briefs: Safety guidance and informational slides for workforce awareness.
• Hazard Analyses: Documentation addressing hazards associated with operations and testing activities.
• Other safety-related technical documentation as required.

Deliverable Timelines

• Draft inspection and survey results: Within 2 days of the inspection.
• Final inspection and survey results: Within 1 day of receiving TPOC feedback.
• Draft incident reports: Within 2 days of the incident.
• Final incident reports: Within 1 day of receiving TPOC feedback.
• Presentation briefs: As required.

Work Environment and PPE

The position will be performed at Aberdeen Proving Ground, Maryland.

The employee may work in both office and operational/test environments and must comply with all applicable Government safety requirements.

Work Attire

• Business casual attire is required for office activities unless otherwise directed by applicable site or safety requirements.

Required PPE

The Contractor shall furnish required PPE at no cost to the Government, including:

• Safety shoes
• Hard hat
• Eye protection
• Other PPE required for assigned duties

The selected candidate must satisfy all applicable Government access, security, safety, and training requirements associated with the position. This may include obtaining required Government credentials and completing mandatory training prior to or during assignment.

The employee must comply with all applicable Government security, safety, access, installation, and occupational health requirements.

Supervision and Work Requirements

The employee will remain under the exclusive supervision and direction of E-Logic's Program Manager (PM).

Government personnel may provide technical oversight, communicate Government requirements, and review deliverables within the scope of the contract.

The successful candidate must be able to:

• Work independently in a professional testing and safety environment.
• Conduct safety inspections and technical assessments.
• Communicate effectively with technical and operational personnel.
• Prepare clear, accurate, and professional written reports.
• Conduct safety briefings and presentations.
• Analyze hazardous conditions and recommend appropriate safety measures.
• Maintain strict compliance with safety and security requirements.
• Maintain the required security clearance and Government access throughout employment.
