About the Role

We are seeking an experienced Mainframe Developer with deep expertise in UNISYS COBOL 85 and Executive Control Language (ECL) to support the Internal Revenue Service (IRS) Audit Information Management System (AIMS). This is a critical role supporting Taxpayer Digital Communications (TDC) modernization, legislative changes (e.g., Inflation Reduction Act), and production system maintenance.


Core Responsibilities

Development (UNISYS Mainframe)

  • Develop and maintain UNISYS COBOL 85 programs and ECL scripts
  • Use CMPlus for version control
  • Work within IPF, TSO/CTS environments
  • Update AIMS-related programs and support legislative/system changes

Requirements & Documentation

  • Gather requirements from IRS stakeholders (SBSE, W&I, TEGE, EPEO)
  • Create/update Functional Specification Plans (FSPs) and document in DocIT
  • Lead requirement reviews and obtain approvals

Testing & QA

  • Develop and execute Unit and ISAT test plans
  • Perform code reviews and support integration/regression testing

Production Support

  • Manage releases via CMPlus
  • Provide Tier I-III support and troubleshoot batch/job failures

Knowledge Transfer (Critical)

  • Train IRS personnel to assume system ownership
  • Maintain system documentation, data flows, and training sessions

Required Skills (Non-Negotiable)

  • UNISYS COBOL 85 (not IBM COBOL)
  • ECL (Executive Control Language)
  • CMPlus, IPF, TSO/CTS
  • Utilities: DMS, FILECRACKER, Infoconnect
  • Experience with IDRS/AIMS and IRS Master Files
  • Strong documentation skills (MS Word, Visio, DocIT)

Experience Requirements

  • Proven SME-level experience with UNISYS mainframe systems
  • Strong background in batch processing, job scheduling, and production support
  • Familiarity with IRS processes and Enterprise Life Cycle (ELC) preferred
  • Ability to meet tight legislative deadlines

Compliance Requirements

  • Must meet FISMA, FedRAMP, NIST 800-53 standards
  • U.S.-only data access (no offshore work)
  • Encryption: FIPS 140-2/3
  • IRS background check and Security Awareness Training required
  • MFA and secure access compliance mandatory

Work Conditions

  • Remote (contractor-provided secure environment)
  • Standard hours; occasional nights/weekends for releases
  • No travel expected (pre-approval required if needed)

Performance Metrics

  • Monthly IRS evaluation (QASP)
  • Minimum 95% quality standard (AQL) required
  • Missed metrics may impact payment

Important Note

This role requires UNISYS COBOL 85 and ECL experience. IBM mainframe COBOL alone is not sufficient.
