Planner
E-logic is seeking a qualified, professional, and collaborative Planner to provide temporary, as-needed planning review and customer support services for the City of Santa Clara's Planning Division. The Planner will be responsible for completing a variety of land use planning tasks, ensuring compliance with local and state regulations, and providing high-quality customer service to applicants, the public, and City staff. This position will be hybrid, with a possibility to work remotely, depends on City of Santa Clara's approval.
Responsibilities:
- Review and analyze planning applications, including site plans, floor plans, elevation plans, landscape plans, exhibits, and associated documentation.
- Determine compliance with the City of Santa Clara General Plan, Zoning Ordinance, Design Guidelines, California Government Code (as amended by the City), and other applicable codes, regulations, ordinances, standards, and statutes.
- Assist City Planning Staff in processing applications according to the Division's Process Manual, City Code, and State Law.
- Conduct application/project screening to determine the required level of California Environmental Quality Act (CEQA) review.
- Review third-party drafts and final environmental documents for accuracy and completeness in coordination with the City Planning Manager.
- Incorporate references to the environmental determination into project staff reports and decision-maker action documents.
- Provide comprehensive plan review annotations that proactively anticipate potential issues to avoid unexpected project delays.
- Prepare materials for public hearings (using City-provided templates) including, but not limited to, staff reports, exhibits, correspondence letters, administrative case file documentation, and action documents.
- Present at public hearings as requested by the City, including preparation of presentation materials.
- Provide customer support services at the Community Development Department public counter.
- Respond to questions from applicants, developers, City staff, and the public, in-person, over the telephone, or by email.
- Establish a schedule to periodically communicate the status of permits and review issues with City staff and other relevant parties.
Qualifications:
- Must have experience in land use planning and project management, through education, direct work experience, or a combination of both.
- American Institute of Certified Planners (AICP) certification is desired but not required.
- Must at all times maintain a professional demeanor and apply a collaborative, solution-focused approach when communicating with City staff, applicants, and the public.
