E-Logic, Inc. is seeking an experienced Program Manager to provide leadership and oversight in support of the Library of Congress. As the primary liaison between E-Logic and government stakeholders, the Program Manager will ensure the successful execution of contract requirements, drive operational excellence, and maintain high standards of service delivery. This role is responsible for overall contract performance, resource management, and alignment of E-Logic's services with the Library's mission. Depends on the Library's need, the candidate must willing to work in any of these government's facilities: Fort Meade, Md., Culpeper, Va., Landover, MD. Additionally, occasional support may be needed at Washington, DC 20003.


Responsibilities:


  • Serve as the single point of contact with the Government Contracting Officer (CO), Contracting Officer's Representative (COR), and Library leadership.
  • Provide leadership and direction to contractor staff across multiple functional areas.
  • Formulate, enforce, and enhance work standards to ensure service excellence.
  • Assign schedules, review work quality, and resolve discrepancies.
  • Track and account for government-furnished equipment (on-site and off-site).
  • Communicate organizational policies, goals, and priorities to team members.
  • Oversee staffing decisions and ensure alignment with contract requirements.
  • Provide executive-level reporting on contract performance, risks, and improvements.

Minimum Qualifications:


  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related discipline.
  • 5+ years of experience in IT support/service management or related field.
  • Proven leadership experience managing personnel across multiple functional task areas.
  • Knowledge of IT services, network systems, security standards, and industry protocols.
  • Strong experience in supervising, coordinating tasks, and implementing process improvements.
  • ITIL v4 Foundations certification.
  • Proficiency in Microsoft Office tools for communication and reporting.
  • Excellent written and verbal communication skills.

Preferred Qualifications:


  • Project Management Professional (PMP) certification.
  • Experience with Project Lifecycle Methodologies (PMLC).
  • Familiarity with Capability Maturity Model Integration (CMMI)
