Computer System Specialist
E-Logic is seeking a Computer System Specialist to provide advanced technical support for the Prince George's County Government Office of Information Technology. In this role, you will manage, maintain, and optimize IBM z/OS environments while supporting business-critical systems and driving modernization efforts, including mainframe migration initiatives. This position requires deep expertise in IBM mainframe technologies, system software installation and maintenance, subsystem administration, and performance optimization. The ideal candidate will bring strong problem-solving skills, hands-on technical proficiency, and the ability to collaborate with both technical and business stakeholders. Due to the nature of the work, the consultant is expected to be available 24/7 to respond, should an issue arise.
Responsibilities:
- Install, configure, maintain, and remove system software on IBM z/OS.
- Perform preventive and corrective maintenance using IBM SMP/E, CA-Chorus, and related tools.
- Debug and resolve issues at both system-level and application-level environments.
- Administer core z/OS subsystems including CICS TS, JES2, TCP/IP, SMS, and WLM.
- Support batch and online systems using JCL, TSO/ISPF tools, and REXX scripting.
- Maintain and develop shell scripts and CGI interfaces in z/OS Unix System Services (USS).
- Participate in backup and disaster recovery operations with FDR/ABR.
- Assist with mainframe migration initiatives, including documentation, environment analysis, and transition planning.
- Create and maintain technical documentation, processes, and procedures to ensure compliance and knowledge transfer.
Minimum Qualifications:
- 5+ years of hands-on experience in an IBM z/OS environment.
- Proficiency with SMP/E, CA-Chorus, or equivalent tools for software installation and maintenance.
- Experience applying PTFs, ZAPs, and vendor-provided fixes.
- Programming proficiency in Assembler and COBOL.
- Strong knowledge of CICS TS (command-level debugging, administration, CEDA tables).
- Working knowledge of key z/OS subsystems:JES2 commands and management.
- VTAM and TCP/IP configuration/troubleshooting.
- SMS and WLM management.
- Proficiency in: JCL, TSO/E, ISPF, SDSF
- Utilities such as IEBGENR, DFSORT
- REXX scripting
- Experience with z/OS USS (shell scripting, CGI script management).
- Familiarity with HTTP, HTML, and CGI scripting in REXX.
- Experience with FDR/ABR backup, restore, and archive processes.
Preferred Qualifications:
- Experience in mainframe migration projects (e.g., workload transitions, cloud/hybrid migrations, decommission planning).
- Experience with CA-Datacom/DB and CA-IDEAL.
- Working knowledge of SQL.
- Strong problem-solving, multitasking, and troubleshooting skills.
- Ability to work independently as well as collaboratively in cross-functional teams.
- Excellent documentation and communication abilities.
