E-Logic is seeking a highly experienced Program Manager to provide overall leadership and oversight in support of the DoD Office of Small Business Programs (OSBP). This role will ensure successful execution of business operations, industrial and data analysis, strategic communications, and Mentor-Protégé Program (MPP) initiatives. The Program Manager will serve as the primary point of contact for the Government and will be responsible for staffing, reporting, and performance management to drive mission success.

Responsibilities:

• Serve as the Government's primary point of contact, providing leadership across all program areas.
• Oversee daily program execution, ensuring alignment with OSBP's mission to become a more data-driven organization.
• Monitor and manage contract deliverables, including staffing plan compliance, small business achievement reports, and semi-annual subcontracting performance.
• Coordinate program reviews, strategic planning sessions, and stakeholder engagements.
• Provide oversight of outreach events, communications, and website content management.
• Manage budget and expenditure reports, ensuring transparency and compliance.
• Ensure staff certifications, IT security compliance, and adherence to DoD standards.

Qualifications:

• Bachelor's degree in Business Administration, Management, or related field (Master's preferred).
• 8+ years of program or project management experience in a DoD or federal contracting environment.
• PMP or DAWIA Program Management certification preferred.
• Proven leadership in managing cross-functional teams and government contracts.
• Strong communication, problem-solving, and stakeholder engagement skills.
