Systems Engineer
E-Logic is seeking a highly skilled Systems Engineer to support the South Dakota Department of Social Services (DSS), Division of Medical Services, in advancing its Medicaid data management, documentation, and governance strategy. This role will be pivotal in creating and documenting data governance frameworks, interface control documentation (ICDs), and technical standards that ensure compliance with CMS, HIPAA, and MITA requirements. The successful candidate will work closely with DSS stakeholders, IT teams, and federal/state partners to design scalable, compliant, and well-documented data systems that prepare the state for future modernization efforts.
Responsibilities:
- Develop and implement a data governance and data management strategy aligned with CMS and state compliance requirements.
- Design, document, and maintain interface control documents (ICDs) and an interface registry for Medicaid systems and external partner integrations.
- Create and maintain a data catalog and documentation of existing repositories (Adabas, On-prem SQL, Azure SQL).
- Ensure compliance with HIPAA, CMS MITA standards, and state policies within governance deliverables.
- Collaborate with state IT partners for data extraction, mapping, and documentation (no direct mainframe access).
- Prepare and deliver monthly project status reports meeting CMS standards, including roadmap updates, risk/issue tracking, defect summaries, and testing documentation.
- Provide technical guidance and subject expertise across data governance, systems architecture, and Medicaid reporting requirements.
- Support DSS in preparing for future modernization projects by ensuring robust, high-quality documentation.
Required Qualifications:
- 5 to 10+ years of professional experience in data governance, systems engineering, data management, or systems integration.
- Proven expertise in data documentation and governance strategy development.
- Hands-on experience with SQL-based systems (Azure SQL, on-prem SQL) and data cataloging/documentation tools (tool selection will be part of project scope).
- Strong knowledge of CMS requirements, MITA framework, and HIPAA compliance.
- Experience creating and managing interface documentation (ICDs) and integration strategies.
- Excellent written and verbal communication skills for preparing technical documentation and reports.
- Ability to lead coordination with IT resources, SMEs, and cross-functional state/federal teams.
Preferred Qualifications:
- Prior experience with Medicaid, healthcare, or government data systems.
- Familiarity with Adabas databases and data migration planning.
- Technical writing experience for government or compliance-driven documentation projects.
- Previous state or federal project experience.
