Engineering Support (On call)

E-Logic seeks flexible, experienced professionals to support the City of Benicia with on-call Development Engineering services. Duties include inspections, project management, and permit reviews. Availability for nights, weekends, and holidays is required. These roles will be 4 hours per day with a possibility to extend them.


Construction Inspector I & II


Responsibilities:

  • Conduct onsite inspections for residential and commercial development projects, ensuring compliance with City standards, specifications, and applicable state codes and regulations.
  • Inspect public works and private development projects related to water, sewer, storm drain, and water quality construction.
  • Inspect rough grading, final grading, erosion control measures, construction staging, concrete work, and the installation of Best Management Practices (BMPs).
  • Provide professional and timely inspection services as needed and requested by City staff to cover time-off or other absences.
  • Document inspection findings accurately and efficiently.
  • Communicate effectively with contractors, developers, and City staff regarding inspection outcomes and required corrective actions.
  • Maintain familiarity with City standards and specifications, as well as relevant state codes and regulations.

Minimum Qualifications:

  • Must possess a valid California Driver's license issued by the State Department of Motor Vehicles.
  • Construction Inspector I: Minimum of 2 years of experience inspecting public works or private development projects related to water, sewer, storm drain, and water quality construction, as well as experience with inspecting rough grading, final grading, erosion control, construction staging, concrete work, and BMP's installation.
  • Construction Inspector II: Minimum of 5 years of experience inspecting public works or private development projects related to water, sewer, storm drain, and water quality construction, as well as experience with inspecting rough grading, final grading, erosion control, construction staging, concrete work, and BMP's installation.

Engineering Technician I & II


Responsibilities:

  • Perform sub-professional civil engineering work within a municipal agency setting.
  • Independently review maps, plans, and specifications for conformance with City standards and requirements.
  • Establish and maintain organized engineering files, including accurate updates to computer database information.
  • Conduct field inspections of private development construction projects.
  • Assist with the development review process by providing technical support.
  • Process and review various municipal permit applications.
  • Respond to public inquiries related to development engineering and permitting processes.
  • Resolve conflicts and facilitate communication between the City, contractors, and other involved parties.

Minimum Qualifications:


  • Must possess a valid California Driver's license issued by the State Department of Motor Vehicles.
  • Engineering Technician I: Minimum of 2 years of experience with civil engineering and municipal agencies performing sub-professional work in areas such as construction/development plan review, engineering analysis, permit processing, and other municipal permit application procedures.
  • Engineering Technician II: Minimum of 4 years of experience with civil engineering and municipal agencies performing sub-professional work in areas such as construction/development plan review, engineering analysis, permit processing, and other municipal permit application procedures.

Civil Engineer


Responsibilities:

  • Review plans and specifications prepared by engineers and subdividers for residential, commercial, and industrial building projects (new construction and remodel/alteration work).
  • Monitor, prioritize, and perform thorough plan and calculation reviews to ensure compliance with applicable codes and City requirements.
  • Compare construction documents with relevant code requirements and clearly identify any discrepancies and deficiencies.
  • Document correction items from plan reviews in a clear, concise, and understandable manner.
  • Communicate and clarify plan review comments effectively with applicants and other stakeholders as needed.
  • Provide sound engineering judgment and technical assistance to City staff and permit applicants to facilitate the submission of complete and accurate documents.
  • Contribute to the overall efficiency and effectiveness of the development review process.

Minimum Qualifications:

  • Must possess a valid California Driver's license issued by the State Department of Motor Vehicles.
  • A minimum of 3 years of professional civil engineering experience is required.
  • Experience in the public sector, project management, contract administration, consultant selection, regulatory permitting, designing, constructing, and/or maintaining municipal infrastructure is highly desirable.

This role is part of a proposal for the City of Benicia Community Development Department. Hiring is contingent upon the selection of the consultant. Selected candidates will be included in the proposal and must authorize the use of their resume for submission.
