The Facility Maintenance Program Manager is responsible for overseeing facility maintenance operations, managing project execution, ensuring compliance with safety and engineering standards, and coordinating with government personnel, contractors, and stakeholders. This role involves reviewing project plans, monitoring maintenance activities, providing technical support, and optimizing facility and utility management practices.


Responsibilities:


  • Review and recommend approval or disapproval of minor project Quality Control Plans and Safety/Accident Prevention Plans for government personnel.
  • Ensure compliance with command energy, environmental, safety, and Anti-Terrorism Force Protection (ATFP) policies, recommending corrective actions as needed.
  • Monitor contractor compliance with fire protection, elevator, boiler/UPV certifications, and HVAC system testing and balancing standards, making recommendations for corrective actions.
  • Review and evaluate customer work requests, recommending appropriate execution methods.
  • Conduct site visits to assess facility conditions, gather data, and propose remedial actions.
  • Support the scheduling of outages to prevent work stoppages affecting contractors, Clients, and Public Works operations.
  • Monitor all assigned work-in-progress, review work completion, and provide recommendations to aid customers and Public Works acceptance of completed projects.
  • Ensure contractor compliance with maintenance schedules, specifications, and quality standards.
  • Oversee facility and utility asset inventories in Maximo or similar Computerized Maintenance Management Systems (CMMS), ensuring accurate condition ratings and asset tracking.
  • Identify warranty-related issues with existing and newly installed assets, recommending necessary repairs.
  • Provide technical support in responding to contractor Requests for Information (RFIs) and ensuring work aligns with specifications.
  • Develop project cost estimates for maintenance, repair, and minor construction work.
  • Perform technical evaluations of contractor bids, ensuring cost-effectiveness and technical soundness.
  • Provide recommendations on contractor pricing, material purchases, and overall financial feasibility.
  • Assist in updating BOSC Performance Work Statements (PWS) to align with NAVFAC protocols.
  • Ensure compliance with safety and occupational health regulations (EM-385-1-1, 29 CFR).
  • Recommend solutions for safety hazards, security risks, and environmental concerns related to maintenance activities.
  • Complete all required government training, including professional development programs and mandatory compliance courses (e.g., Equal Employment Opportunity, Sexual Harassment, Trafficking in Persons).


Requirements:


  • Bachelor's Degree in Engineering, Architecture, Construction Science, Facility Management, or a related field (or an equivalent European/Southwest Asian qualification).
  • Minimum 3 years of experience in one or more of the following roles:
  • Customer Liaison (Facility Maintenance Operations)
  • Maintenance Program Manager
  • Facility Equipment Inventory Manager
  • Planner/Estimator
  • Engineering Technician on Construction Projects
  • Knowledge of facility and utility construction, maintenance concepts, and best practices.
  • Ability to perform cost estimates and technical evaluations to compare contractor bids for technical feasibility and financial reasonableness.
  • Proficiency in Maximo or other CMMS platforms for asset tracking and maintenance scheduling.


Important Notice: The role is a part of a proposal for the Naval Facilities Engineering Systems Command in Deveselu, Romania. Hiring is contingent upon the selection of the consultant.
