Project Lead

The Project Lead will support FinCEN's Technology Division (TD) by overseeing IT governance, project management, risk management, and procurement activities. This role ensures alignment with Treasury and OMB requirements while facilitating operational efficiency and strategic decision-making. The ideal candidate will have expertise in IT project management, risk assessment, capital planning, and financial tracking.


Responsibilities:

  • Develop and maintain IT project management guidance documentation.
  • Establish and update TD operational standard operating procedures (SOPs).
  • Manage TD's risk and issue management plan and register.
  • Consolidate input for internal and external status reporting.
  • Support governance activities, including weekly.
  • Develop draft communications, messages, and educational materials for TD leadership.
  • Support TD educational events such as brown bag sessions within FinCEN.
  • Assist in responding to Treasury OCIO and OMB requests for cost, schedule, and performance data.
  • Support all Capital Planning & Investment Control (CPIC) activities, including Total Business Management (TBM).
  • Input Procurement Requests (PR) into Treasury's procurement system.
  • Maintain and update TD's PR/budget tracking system.
  • Track Treasury's Federal Information Technology Acquisition Reform Act (FITARA) requirements.
  • Support procurement data calls and budgetary analysis as needed.

Qualifications

  • Secret Clearance is mandatory.
  • Experience with risk and issue management in a federal IT environment.
  • Knowledge of Capital Planning & Investment Control (CPIC) and Total Business Management (TBM) methodologies.
  • Familiarity with FITARA requirements and federal procurement processes.
  • Excellent communication and stakeholder engagement skills.
  • Ability to consolidate and present technical and financial data to leadership.
