The Contractor will provide professional, non-personal services to support the PMO Division by planning, coordinating, and executing programmatic and operational activities. The dual role combines program management and quality assurance oversight to ensure efficient service delivery, adherence to quality standards, and successful project outcomes. This includes developing and maintaining processes, policies, and interfaces for service delivery while incorporating change management principles.

Program Manager

Responsibilities:

• Ensure the contract is fully staffed with qualified personnel.
• Manage the Contractor team, monitor performance, and provide leadership and direction.
• Ensure deliverables meet the Statement of Work (SOW) requirements.
• Create and maintain project schedules using MS Project.
• Track and manage risks to successful performance, including the development and execution of mitigation and contingency plans.

Qualifications:

• An undergraduate degree and over eight years' progressive experience in leading projects, including the use of MS Project to generate and maintain project schedules.
• Demonstrated ability to provide guidance and direction for specific projects or sub-tasks.
• Proven capability to manage multitask projects of high complexity for Federal government clients.
• PMP Certification or Advanced Degree may be substituted for 3 years of work experience.
• Minimum 3 years' experience managing risks, including the determination and implementation of mitigation and contingency plans and/or strategies.

Quality Assurance Manager

Responsibilities:

• Manage and oversee the Quality Management Program to ensure compliance with defined standards.
• Provide leadership and guidance to the Quality Evaluator (QE) Team.
• Participate in quality reviews and contribute to continuous improvement initiatives.
• Document updates to Standard Operating Procedures (SOPs), Quality Control (QC) workbooks, and the Quality Management Plan.

Qualifications:

• BS/BA degree with 4 years of data processing experience.
• Minimum of 4 years specialized experience which applies to quality best practices, principles and guidelines definition and assurance, requirements traceability, testing phase management and execution, and production delivery.
• Demonstrated experience using MS Project.
