<h2>Job Summary</h2><p>E-Logic, Inc. is seeking a <strong>Senior Software Developer</strong> to support the development, testing, implementation, validation, and optimization of software applications and analytical tools supporting the IRS RAAS Statistics of Income (SOI) Division's production of differentially private Qualified Opportunity Zone statistics.</p><p>The Senior Software Developer will develop modular Python-based analytical applications and supporting software, contribute to differential privacy and disclosure-avoidance tools, build evaluation applications, support production analytical pipelines and automated output generation, develop dashboards and technical tools, ensure reproducibility and scalability, and support documentation, testing, training, and Government knowledge transfer.</p><h2>Working Hours</h2><p><strong>Remote - United States</strong><br></p><p><strong>Employment Type:</strong> Part-Time Contract Assignment<br></p><p><strong>Estimated Level of Effort:</strong> 375 hours per contract year, approximately 7.2 hours per week on average.</p><p>The actual distribution of hours may vary based on project activities, technical requirements, meetings, testing, and deliverables.</p><h2>Key Responsibilities</h2><h3>Software &amp; Analytical Application Development</h3><ul><li>Develop modular, reusable, and maintainable analytical applications supporting privacy-preserving QOZ statistical reporting.</li><li>Develop Python-based code and applications used for statistical analysis, testing, disclosure avoidance, and automated reporting.</li><li>Support development and implementation of applications that can be adapted for future IRS and Treasury statistical reporting efforts.</li><li>Develop software components that support production analytical workflows and statistical output generation.</li></ul><h3>Differential Privacy &amp; Evaluation Tools</h3><ul><li>Support implementation of differential privacy and disclosure-avoidance functionality using Tumult Analytics or comparable frameworks.</li><li>Develop and support an evaluation application capable of estimating error rates and bias metrics across different epsilon levels and reporting granularities.</li><li>Support privacy-budget management and validation across analytical outputs.</li><li>Build software that enables SOI analysts to evaluate privacy-utility trade-offs and make informed privacy-parameter selections.</li></ul><h3>Data Processing &amp; Production Pipelines</h3><ul><li>Integrate software applications with data-processing and analytical pipelines.</li><li>Support end-to-end ETL, statistical analysis, automated output generation, and production workflows.</li><li>Validate analytical codebases and production pipelines upon receipt of TY 2026 data.</li><li>Develop reliable and reproducible software components capable of executing within IRS-approved environments.</li><li>Troubleshoot and resolve software defects and technical issues.</li></ul><h3>Dashboards, Outputs &amp; Visualization Support</h3><ul><li>Support development of visualizations, dashboards, statistical tables, and other analytical outputs.</li><li>Develop software capabilities supporting internal SOI review and public-facing statistical reporting, as required.</li><li>Ensure software-generated outputs accurately implement approved methodologies and privacy parameters.</li></ul><h3>Testing, QA &amp; Reproducibility</h3><ul><li>Conduct software testing and validation to ensure functionality, accuracy, reproducibility, and reliability.</li><li>Support validation of code execution within IRS-approved environments.</li><li>Document testing procedures, results, defects, corrective actions, and software changes.</li><li>Develop transparent and reproducible codebases consistent with Federal statistical and technical standards.</li><li>Support quality assurance and resolution of material deficiencies before Government acceptance.</li></ul><h3>Optimization &amp; Scalability</h3><ul><li>Optimize software and analytical code for performance, reproducibility, maintainability, and scalability.</li><li>Refine software and analytical processes based on stakeholder feedback, data characteristics, and evolving project requirements.</li><li>Ensure improvements preserve approved statistical outcomes and privacy requirements.</li><li>Fully document software architecture, technical changes, workflows, and operational procedures.</li></ul><h3>Documentation, Training &amp; Knowledge Transfer</h3><ul><li>Develop technical documentation, user guides, troubleshooting procedures, instructional materials, and code walkthroughs.</li><li>Support training workshops and hands-on knowledge-transfer sessions for SOI analysts and data scientists.</li><li>Explain software functionality, analytical workflows, operational procedures, and technical dependencies to Government personnel.</li><li>Support delivery of the final technical environment and artifacts necessary for SOI to sustain independent production.</li></ul><h2>Qualifications</h2><ul><li>Demonstrated experience in software development supporting analytical, statistical, data-processing, or technical applications.</li><li>Strong experience developing maintainable, transparent, and reproducible code.</li><li>Experience with Python-based development and analytical applications.</li><li>Experience developing software tools, pipelines, dashboards, or applications supporting data analytics.</li><li>Experience with testing, debugging, validation, and production software deployment.</li><li>Experience supporting secure or regulated data environments is highly relevant.</li><li>Familiarity with privacy-preserving computation, differential privacy, disclosure avoidance, or statistical data protection is highly desirable.</li><li>Experience working with Federal datasets and applicable confidentiality, security, and governance standards.</li><li>Ability to collaborate with data scientists, data engineers, project managers, statistical analysts, and Government stakeholders.</li><li>Ability to produce comprehensive technical documentation and support user training and knowledge transfer.</li></ul><h2>Federal Project Requirements</h2><ul><li><strong>U.S. citizenship is required for this federal contract.</strong></li><li>Must be able to obtain and maintain the required federal clearance/security approval before receiving GFI.</li><li>Must be eligible to receive and use an IRS laptop and contractor PIV card, as applicable.</li><li>Must work within IRS-approved computing environments and authorized Government systems.</li><li>Must protect FTI, taxpayer information, and other sensitive Government information.</li><li>Must comply with applicable Federal, IRS, privacy, security, and data-governance requirements.</li><li>AI-assisted tools are expected to be used routinely where appropriate for coding, testing, documentation, and analytical activities;
