Location: Remote (Primary place of performance is remote; occasional on-site support may be required at Fort Belvoir, VA)Clearance: Must have Active or Interim SECRET Security Clearance prior to commencement of work; U.S. Citizenship requiredJob Type: Full-timeContract Type: Government Contract (Base Year: 1 year; two 12-month option periods; 6-month extension option)<h3>Position Overview</h3>Seeking a highly experienced Land Mobile Radio (LMR) Engineer - Principal to provide senior engineering expertise supporting Army LMR modernization initiatives. Responsibilities include engineering support for Project 25 (P25) systems, Inter-RF Subsystem Interface (ISSI), Radio over Internet Protocol (RoIP), interoperability planning, location services, enterprise radio architecture, testing, implementation oversight, and systems integration supporting Army-wide LMR modernization.This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government Contracting Officer's Representative (COR).This is a remote position with occasional on-site requirements as directed by the Government.<h3>Key Responsibilities</h3><ul><li>Provide senior engineering expertise supporting Army LMR modernization initiatives</li><li>Provide engineering support for P25 systems, ISSI, RoIP, interoperability planning, location services, and enterprise radio architecture</li><li>Oversee testing and validation of upgraded LMR systems to ensure full compliance with P25 standards</li><li>Verify all components (ISSI, RoIP, Location Tracking) are fully interoperable with Army communications networks</li><li>Review and provide detailed technical documentation and performance verification reports</li><li>Support the transition of existing LMR systems to APCO P25 Phase 2 standard</li><li>Integrate, test, and validate critical system interfaces including ISSI, RoIP Gateways, and Location Tracking System</li><li>Define and implement a reliable, repeatable Quality Assurance (QA) process for reviewing third-party integrator deliverables</li></ul><h3>Required Qualifications</h3>Education: Bachelor's Degree in Engineering, Telecommunications, Computer Science, Information Technology, or a related technical disciplineCertifications:<ul><li>APCO certifications</li><li>Motorola ASTRO 25 experience</li><li>L3Harris Voice, Interoperability, Data and Access (VIDA) experience</li><li>P25</li><li>Inter-RF Subsystem Interface (ISSI)</li><li>Radio over Internet Protocol (RoIP)</li><li>Radio Frequency engineering</li></ul>Experience:<ul><li>Minimum of twelve (12) years of progressively responsible experience supporting enterprise Land Mobile Radio systems, P25 communications, radio engineering, or Department of Defense communications infrastructure</li></ul>Citizenship: U.S. Citizenship requiredSecurity: SECRET: Active or ability to obtainLanguage: Fluent in written and verbal English<h3>Preferred Qualifications</h3><ul><li>Experience with Army or DoD LMR modernization programs</li><li>Experience with P25 Phase 2 standards</li><li>Experience with Motorola ASTRO 25 and L3Harris VIDA systems</li><li>Experience with ISSI, RoIP, and Location Tracking System integration</li></ul><h3>Work Role Information</h3>Work Role: Land Mobile Radio Engineer - Principal (Key Personnel)Proficiency Level: Senior/Expert<h3>Additional Requirements</h3><ul><li>Must comply with all DoW security regulations and safeguard Controlled Unclassified Information (CUI)</li><li>Must pass background checks and suitability determinations</li><li>Must complete DHS Information Technology Security Awareness Training annually</li><li>Must sign and comply with DHS Rules of Behavior</li><li>Must maintain APCO, Motorola ASTRO 25, L3Harris VIDA, P25, ISSI, RoIP, and RF engineering certification currency</li></ul><h3>Schedule &amp; Work Conditions</h3>Hours: Up to 40 hours per week, Monday-Friday, normal business hours (0800-1700), excluding Federal holidaysOvertime: Only permitted at the Government's discretionTelework: Remote; occasional on-site support may be required as directed by the GovernmentTravel: Not authorizedPlace of Performance: Remote (primary); Fort Belvoir, VA (if on-site support is requested)<h3>Equal Opportunity Employer</h3>We are an equal opportunity employer and do not discriminate on the basis of race, color, religion, sex, gender identity, sexual orientation, national origin, genetics, disability, age, or veteran status.
